c. Copies of all drug and alcohol screenings will be forwarded to the DRPA Bridge
Director for each employee working on DRPA property. Contractor’s employees
will not be permitted to work on DRPA premises until after the submittal and
acceptance by the DRPA.
2. Criminal Background Checks
a. Contractor’s Proposals shall provide a detailed description of the scope, method,
extent, and sources to be utilized in establishing a criminal background check
process. All Proposers shall state in their Proposals how, and to what degree, their
respective criminal background checks are performed.
b. A Criminal Background Check must be completed for all prospective employees of
the Contractor.
c. Copies of all criminal background checks will be forwarded to the DRPA Bridge
Director for each employee working on DRPA property. Contractor’s employees
will not be permitted to work on DRPA premises until after the submittal and
acceptance by the DRPA.
3. Personnel
a. Contractor is responsible for recruiting, hiring, and compensating personnel and may
charge a fee to do so. In the event that qualified applicants apply directly to the
DRPA, the DRPA may, in the appropriate case, refer them to the Contractor but shall
have no responsibility to do so. There shall be no cost to the DRPA for any qualified
personnel who are hired on a permanent basis.
b. The Contractor is required to furnish all levels of Custodial Services at a per hour
rate of pay. Contractor is to also provide an overtime rate for all personnel.
c. Proposals must indicate hourly billing rates per Bridge Facility, as well as rates for
additional personnel, if requested by the DRPA. This information shall include
supervisors and regular employees.
d. Contractor shall pay all employees providing services to the DRPA in connection
with the Agreement no less than $12.50 per hour (“Minimum Compensation”).
Beginning on July 1, 2019, and annually thereafter for the term of the Agreement,
the minimum wage shall be increased by $0.50 per year until July 1, 2024, when the
minimum wage reaches $15.00. Thereafter, the minimum wage rate would be
increased by an annual cost-of-living adjustment using the percentage change in the
Consumer Price Index for All Urban Consumers (CPI-U) for Pennsylvania, New
Jersey, Delaware, and Maryland.
e. Nothing in the foregoing provision shall be construed to contravene or supersede:
1.) Any state or federal law or collective bargaining agreement; or
2.) Any state or local policy requiring a covered employee to be paid more than
the hourly wage set forth in the foregoing provision.
