Request For Proposal (RFP) -- DRPA-07-2021 Two (2) Year Contract for Emergency Generator and Automatic Transfer Switch (ATS) Maintenance – DRPA Bridge Facilities

 

The Delaware River Port Authority (“Authority”) hereby invites interested suppliers to submit proposals for DRPA-07-2021 Two (2) Year Contract for Emergency Generator and Automatic Transfer Switch (ATS) Maintenance – DRPA Bridge Facilities. This public advertisement constitutes the DRPA’s formal solicitation.

Basis of Award: This contract will be awarded to the lowest responsive and responsible bidder on the basis of the lowest, overall price submitted, in the best interest of the DRPA for supplying all the products specified in compliance with stated General Conditions, Special Provisions and Specifications using the estimated quantities provided.

Non Mandatory Site Inspection: All Bidder are required to take such steps as may be reasonably necessary to ascertain the nature and location of the services to be performed and the general and local conditions which can affect the services or the cost thereof. No adjustment in bid price shall be made for the bidder’s failure to fully acquaint themselves with the conditions of the work. The Authority will assume no responsibility for any misunderstanding or representations concerning conditions made by any of its officers or agents prior to the execution of the contract, unless included in the solicitation or any related addendum.

Bidders have the opportunity to schedule their individual site inspections from Wednesday, May 19, 2021 to Monday, June 14, 2021, please refer to each Bridge Facilities contact information below to schedule your site/facility inspection.

All personnel attending the site inspections should have their own PPE- safety vest, hard hat, facemask and proper work shoes.

The Authority’s Board of Commissioners has adopted a resolution stating suppliers seeking contracted work must be prevented from influencing the vendor selection process.  In order to be considered in the vendor selection process, a Political Contribution Form and Certification must be completed and submitted with the Request for Proposals.

Copies of the Proposals and Political Contribution Form and Certification, shall be submitted, in PDF format, via SAP Ariba no later than Wednesday, June 23, 2021 @11:00 AM.  Faxed, e-mailed, or hard copies of Proposals will NOT be accepted.

The DRPA and PATCO are now utilizing the Ariba Network for all sourcing, contracts, and supplier management. In order to compete for procurement opportunities with the Authority, your company must register on the Ariba Network and complete the Authority's supplier registration questionnaire. You can register on the Ariba Network at any time. Registration is free, quick and easy. Please refer to the DRPA Procurement website (http://www.drpa.org/procurement/) for more information.

Responses to this RFP must be submitted electronically via the Ariba Network.  Faxed, e-Mailed, and/or hardcopies will not be accepted. The Ariba submission requirement is mandatory and non-waivable.
