Request For Proposal (RFP) -- PUBLIC SECURITY AWARENESS CAMPAIGN PHASE VIII

 

The Delaware River Port Authority (“Authority”) hereby invites interested professional consulting firms to submit a Request for Proposals (RFP) to provide consulting services for the PUBLIC SECURITY AWARENESS CAMPAIGN - PHASE VIII.  One (1) electronic copy of the Proposal, along with other technical and commercial documents shall be submitted, via SAP Ariba, no later than 2:00 p.m. EST by Monday, July 20, 2020.

The Authority, on behalf of PARTSWG, is seeking a qualified Advertising/Marketing Consultant to provide services for the advancement of Phase VIII of its Public Security Awareness Campaign. Through the implementation of this Campaign, PARTSWG seeks to improve transit security awareness, reporting of suspicious activities and behavior, and provide for enhanced communication with its safety and security community partners.

The selected Phase VIII marketing and communications program will include the following deliverables: evaluation and continuation, as deemed relevant, of all Campaign components, including television commercials, radio commercials, internet, and print advertising. The Campaign’s website, tip line, and messaging system must all be operated, marketed, and monitored. Production of supporting collateral communications, including educational training materials directed at passengers, employees, contractors, vendors, transit riders, and other constituencies will be created, used, and distributed, as needed. The Program shall also include creative media strategies that include information collection and information sharing, along with public security awareness.

All bidders shall be expected to completely and thoroughly examine all Contract Documents to become fully aware of the project scope and requirements prior to submitting a bid.


The Authority will consider only those bids received from parties who have obtained Contract Documents directly from the Authority.  Contract Documents are not transferable to other parties for bidding purposes.  Bids received from firms whose names are not recorded by the Authority as having secured documents for this Contract will be rejected.

The DRPA and PATCO are now utilizing the Ariba Network for all sourcing, contracts, and supplier management. In order to compete for procurement opportunities with the Authority, your company must register on the Ariba Network and complete the Authority's supplier registration questionnaire. You can register on the Ariba Network at any time. Registration is free, quick and easy. Please refer to the DRPA Procurement website (http://www.drpa.org/procurement/) for more information. 

Responses to this RFP must be submitted electronically via the Ariba Network.  FAXED, E-MAILED, AND/OR HARDCOPIES WILL NOT BE ACCEPTED. The Ariba submission requirement is mandatory and non-waivable.
