Advertisement For Bids -- Delaware River Port Authority Contract No. 21-F PATCO Track Resurfacing


Date of Bid Opening: Tuesday, June 5, 2018 at 2 p.m.

Sealed Bids for Contract No. 21-F, PATCO Track Resurfacing will be received during normal business hours at the office of the Manager, Contract Administration, Delaware River Port Authority, One Port Center, Seventh Floor, 2 Riverside Drive, Camden, New Jersey 08101, until 2:00 pm, local time, Tuesday, June 5, 2018 and immediately taken to the Engineering Conference Room and publicly opened and read.

The work to be completed under this contract consists of the surfacing of 21 miles of ballast track on the PATCO Speedline from Lindenwold to Broadway stations.  The work will involve the surfacing of mainline tracks 1 and 2, side/pocket tracks located at Ferry Avenue station, Haddon Turnback, Woodcrest station, and 16 crossovers within the project limits.  Sections of non-ballasted track located in the Mickle Street Tunnel and on the Collingswood and Westmont Viaducts are excluded from the Work.  Mainline tracks are constructed primarily with concrete ties, with composite ties located on undergrade bridges where ballast depth is limited.  Side/pocket tracks and crossovers are constructed on timber ties.

A complete description of the work and full information for Contract Bidders is given in the Contract Documents.  Copies of the Contract Documents may be obtained by prospective bidders at the office of the Authority, Contract Administration Unit, One Port Center, Seventh Floor, 2 Riverside Drive, Camden, New Jersey 08101, beginning Wednesday, May 16, 2018, weekdays from 8:30 a.m. through 12:00 p.m. and 1:00 p.m. through 4:00 p.m.  A payment of $50.00 by check or money order, made payable to the Delaware River Port Authority, will be required for each set of Contract Documents. Once purchased, no refunds will be issued, even to firms submitting bids. Contract Documents cannot be ordered nor delivered by mail.

This project will be funded with substantial assistance from the federal Department of Transportation (DOT), Federal Transit Administration (FTA).  As a condition of receiving this assistance, the Delaware River Port Authority has signed an assurance not to discriminate on the basis of race, color, national origin, or sex in the award and performance of any DOT-assisted contract or in the administration of its Disadvantaged Business Enterprise Program (DBE Program).   The Delaware River Port Authority has established a DBE Program that complies with the DOT’s Final Rule at 49 CFR Part 26. The Delaware River Port Authority further assures that it will take all necessary and reasonable steps to ensure discrimination does not take place in the award and administration of DOT-assisted contracts or subcontracts.  Firms responding to this advertisement are hereby advised that the use of DBE firms will be carefully reviewed and evaluated in the contract award process.

A non-mandatory Pre-Bid Meeting will be held starting at Thursday, May 24, 2018, local time on 10:00 am in the Seventh Floor West Conference Room of One Port Center, 2 Riverside Drive, Camden, NJ 08101.  All bidders shall be expected to completely and thoroughly examine all Contract Documents to become fully aware of the project scope and requirements prior to submitting a bid.

The Authority will consider only those bids received from parties who have obtained Contract Documents directly from the Authority.  Contract Documents are not transferable to other parties for bidding purposes.  Bids received from firms whose names are not recorded by the Authority as having secured documents for this Contract will be rejected.
