RFQ - DRPA Maintenance Facilities Space Planning Services

The Delaware River Port Authority (Authority) hereby invites interested professional consulting
engineering firms to submit a Statement of Qualification for providing engineering design services
for the DRPA Maintenance Facilities Space Planning Services.

The Scope of Services the Authority requires shall include a review of existing facilities for the
space utilization and functioning of the authority's Bridge Operations Departments including
Maintenance, Highway, Electrical, HVAC and Fleet and supporting equipment and materials. The
Engineering Consultant will provide recommendations in the form of new potential procedures
and design concepts to allow DRPA to better utilize existing space and, if necessary, recommend
new facilities and proposed enhancements to existing facilities at the Betsy Ross, Benjamin
Franklin, Commodore Barry, and Walt Whitman Bridges to expand the efficiency of DRPA Bridge

The Authority’s Board of Commissioners adopted a resolution stating Consultants seeking
contracted work must be prevented from influencing the vendor selection process. In order to be
considered, the attached Political Contribution Form and Certification must be completed and
submitted in a separately sealed envelope labeled “POLITICAL CONTRIBUTION FORM AND
CERTIFICATION” along with your Statement of Qualifications.

Six (6) copies of the written Statement of Qualifications and U.S. Government Forms SF330 must
be received by the Authority no later than 2:00 pm on Monday April 16, 2018. Faxed or email
Statement of Qualifications will not be accepted. Late Statement of Qualifications will not
be accepted. The Statement of Qualifications should be addressed to Ms. Amy L. Ash, Manager,
Contract Administration, Delaware River Port Authority, One Port Center, 2 Riverside Drive, P.O.
Box 1949, Camden, New Jersey 08101. The mailing envelope containing the Statement of
Qualifications shall be labeled “DRPA Maintenance Facilities Space Planning Services”. The
Statement of Qualifications shall describe, in five (5) pages or less, the qualifications of the firm
and the key personnel on the design team and shall briefly describe similar consultation projects
successfully completed in the last five years by the firm and the key personnel. The Statement of
Qualifications will be used by the Authority to establish a short list of consultants to receive a
Request for Proposal and to engage a consultant for this project.

The Delaware River Port Authority is firmly committed to providing full and equal business

established MBE and WBE goals for this project. Proposers are not expected to name their MBE
and WBE team members at the time they submit the Statement of Qualifications. However, MBE
and WBE team members must be named, and commitment levels must be noted at the time the
proposal is submitted.

This public advertisement constitutes the Delaware River Port Authority’s formal solicitation to
determine the interest of qualified Professional Engineering firms in the aforementioned project.
