RFQ - DRPA Toll Technology Assessment

The Delaware River Port Authority (Authority) hereby invites interested professional consulting engineering firms to submit a Statement of Qualification for providing engineering services for the DRPA Toll Technology Assessment.

The Scope of Services the Authority requires has been broken down into two (2) separate phases: Phase 1-Tolling Assessment and Procurement and Phase 2-Owner’s Representative Consultant. Phase 1 work shall include, but not be limited to: submission of a work plan and preparation of a project charter; submission of monthly status reports;  conduct bi-monthly status meetings; on-site review of the existing operations, equipment, and services of the current tolling system; review of the DRPA’s current financial operations and toll collection business rules; preparation of a comprehensive assessment of vendor tolling systems available; review of the recently completed DRPA Bridge Operations Management Audit; identify the construction, operational, and maintenance needs of the various DRPA departments; document the readiness for deployment along with any needs, issues, or concerns; analyze and prepare reports on proposed toll infrastructure and design concept recommendations including preliminary cost/benefit analysis; present findings at Design Recommendation Meetings; work with the DRPA as a Subject Matter Expert (SME) and help prepare a Scope of Work (SOW) for the design, development, implementation, and maintenance of a new tolling system. Phase 2 work shall include, but not limited to: monitoring compliance during implementation of selected tolling system; performing on-site reviews of vendor progress; system testing and quality control monitoring; attending meetings to monitor performance of toll system vendor and implementation progress.

NOTE:  As a Subject Matter Expert (SME), the winning contractor’s firm will NOT be able to participate as a proposer for the design, development, implementation, and maintenance of a new tolling system.

The Authority’s Board of Commissioners adopted a resolution stating Consultants seeking contracted work must be prevented from influencing the vendor selection process.  In order to be considered, the attached Political Contribution Form and Certification must be completed and submitted in a separately sealed envelope labeled “POLITICAL CONTRIBUTION FORM AND CERTIFICATION” along with your Statement of Qualifications.

Six (6) copies of the written Statement of Qualifications and U.S. Government Forms SF330 must be received by the Authority no later than 2:00 p.m. on Monday, April 16, 2018. Faxed or e-mail Statement of Qualifications will not be accepted.  Late Statement of Qualifications will not be accepted.  The Statement of Qualifications should be addressed to Karen Cyphers, Contract Administrator, Delaware River Port Authority, One Port Center, 2 Riverside Drive, P.O. Box 1949, Camden, New Jersey 08101 - Phone: 856-968-2087.  The mailing envelope containing the Statement of Qualifications shall be labeled DRPA Toll Technologies Assessment Program. The Statement of Qualifications shall describe, in five (5) pages or less, the qualifications of the firm, key personnel on the design team, and shall briefly describe similar consultation projects successfully completed in the last five (5) years by the firm and the key personnel.  The Statement of Qualifications will be used by the Authority to establish a short list of consultants to receive a Request for Proposal and to engage a consultant for this project.

This public advertisement constitutes the Delaware River Port Authority’s formal solicitation to determine the interest of qualified Professional Engineering firms in the aforementioned project.
