RFQ - Program Management Services For Capital Improvement Projects

The Delaware River Port Authority (Authority) hereby invites interested professional consulting engineering firms to submit a Statement of Qualifications for providing program management and project implementation services related to selected capital improvement projects.

The Scope of Services the Authority requires includes providing program delivery expertise and support to assist in meeting the Authority’s capital improvement program. Required services include but are not limited to defining program and project requirements, design management, bid packaging, cost estimating, financial planning, scheduling and project phasing, construction management, quality assurance, tracking and reporting progress, and coordinating with internal and external project stakeholders for multiple projects. Additionally, these services may require attending pre-bid or pre-proposal conferences, fielding questions, preparing Bulletins, reviewing bids and making recommendations to assist in delivering various projects as part of the Authority’s overall capital program. The firm shall exhibit professional staff knowledgeable in providing program management and project management services related to the successful delivery of capital improvement projects for public transportation infrastructure. The consulting engineering firm will be expected to provide fully developed methodologies for accomplishing all the above mentioned work.

The Authority’s Board of Commissioners adopted a resolution stating Consultants seeking contracted work must be prevented from influencing the vendor selection process.  In order to be considered, the attached Political Contribution Form and Certification must be completed and submitted in a separately sealed envelope labeled “POLITICAL CONTRIBUTION FORM AND CERTIFICATION” along with your Statement of Qualifications. 

Six (6) copies of the written Statement of Qualifications and U.S. Government Forms SF330 must be received by the Authority no later than 2:00 p.m. on Tuesday, March 13, 2018. Faxed or e-mail Statement of Qualifications will not be accepted.  Late Statement of Qualifications will not be accepted.  The Statement of Qualifications should be addressed to Ms. Amy L. Ash, Manager, Contract Administration, Delaware River Port Authority, One Port Center, 2 Riverside Drive, P.O. Box 1949, Camden, New Jersey 08101.  The mailing envelope containing the Statement of Qualifications shall be labeled “PROGRAM MANAGEMENT SERVICES FOR CAPITAL IMPROVEMENT PROJECTS”.  The Statement of Qualifications shall describe, in three (3) pages, the qualifications of the firm and the key personnel’s experience providing program management services, with an emphasis on large public infrastructure improvement projects. The qualifications must also include a listing of similar work successfully completed within the last five years by the firm and the key personnel. The Statement of Qualifications will be used by the Authority to establish a short list of consultants to receive a Request for Proposal and to engage a consultant for this project.

This public advertisement constitutes the Delaware River Port Authority’s formal solicitation to determine the interest of qualified Professional Engineering firms in the aforementioned project.
