Construction Monitoring Services for Contract No. BR-21-2018 - Betsy Ross Bridge New Jersey Approach Roadway Resurfacing and Miscellaneous Repairs

The Delaware River Port Authority (“DRPA” or “the Authority”) hereby invites interested professional consulting engineering firms to submit a Statement of Qualification for providing Construction Monitoring Services for Contract No. BR-21-2018 Betsy Ross Bridge New Jersey Approach Roadway Resurfacing and Miscellaneous Repairs.
The Scope of Services the Authority requires shall include all Construction Monitoring Services including, but not limited to, review of project schedules, review contractors invoice payments, change orders, Requests for Information (RFIs), preparation of final punch lists, and project closure activities including as-built drawings.  The scope shall also include inspection of all work and materials to ensure that the work is done properly and that the materials comply with the contract plans and specifications as well as any other services that may be required to complete Construction Monitoring Services of the highest quality.  The selected firm shall present professional staff knowledgeable in providing Construction Monitoring Services for milling, paving, full depth construction of pavement, concrete curb repair, inlet replacement, sign gantry repair, static sign replacement, shop drawing review and related work phases including applicable federal, state, and local regulations and requirements.

The Statement of Qualifications should be addressed to Amy Ash, Manager of Contract Administration, Delaware River Port Authority, One Port Center, 2 Riverside Drive, P.O. Box 1949, Camden, New Jersey 08101.  The mailing envelope containing the Statement of Qualifications shall be labeled “CONSTRUCTION MONITORING SERVICES FOR CONTRACT NO. BR-21-2018 – BETSY ROSS BRIDGE NEW JERSEY APPROACH ROADWAY RESURFACING AND MISCELLANEOUS REPAIRS” Project. The Statement of Qualifications shall describe, in three (3) pages or less, the qualifications of the firm and the key personnel on the inspection team and shall briefly describe similar consultation projects successfully completed in the last five years by the firm and the key personnel.  The Statement of Qualifications will be used by the Authority to establish a short list of consultants to receive a Request for Proposal (RFP) and to engage a consultant for this project.

The Authority’s Board of Commissioners adopted a resolution stating any Consultant seeking contracted work must be prevented from influencing the vendor selection process.  In order to be considered, the attached Political Contribution Form and Certification must be completed and submitted in a separately sealed envelope labeled “POLITICAL CONTRIBUTION FORM AND CERTIFICATION” along with your Statement of Qualifications. 

Six (6) copies of the written Statement of Qualifications and U.S. Government Forms SF330 must be received by the Authority no later than Tuesday, March 6, 2018 at 2:00 pm EST.  Faxed or e-mailed Statement of Qualifications will not be accepted.  Late Statement of Qualifications will not be accepted.

This public advertisement constitutes the DRPAs formal solicitation to determine the interest of qualified professional engineering firms in the aforementioned project.
