Contract No. PATCO-57-2016 (R), Woodcrest Parking Lot Rehabilitation

Sealed Bids for Contract No. PATCO-57-2016 (R), Woodcrest Parking Lot Rehabilitation will be received during normal business hours at the office of the Chief Engineer, Delaware River Port Authority, One Port Center, Seventh Floor, 2 Riverside Drive, Camden, New Jersey 08101, until 2:00 pm local time, Thursday, January 11, 2018 and immediately taken to the Engineering Conference Room and publicly opened and read.

The work to be completed under this contract consists of the construction and rehabilitation of the Woodcrest Parking Lot. Construction work includes, but not limited to, excavation, full depth reclamation (FDR), new asphalt base and surface course, concrete curb and sidewalk reconstruction, replacement and restriping of pavement markings and symbols, installation and furnishing of parking lot signage, best management practices for storm water management and the construction of three rain gardens, landscaping, gate-loop detector installation, electric vehicle conduit installation, and construction of a new sewer line connecting Woodcrest Station to Camden County Municipal Utilities Authority (CCMUA). The new sewer line connection consists of furnishing, installing and testing a packaged pump station in addition to new piping, valves, force main, gravity sanitary sewer, precast concrete manholes, connection to CCMUA sanitary collection system, and associated electrical, instrumentation and controls.

The Woodcrest Parking Lot Rehabilitation project will be utilizing Full Depth Reclamation (FDR) for the new sub-base. FDR is a specialized technique that consists of pulverizing existing flexible pavement to the specified depth and in place mixing of the asphalt pavement, base course and/or subbase with Portland cement and water to produce a dense, hard, cement-treated base course. The Contractor shall have a technical representative at the project site during the mixing and placement operations of FDR. The Contractor may use consultants or manufacturers’ representatives to satisfy the requirements of the technical representative. At a minimum, this person must:

  • Have 2 years minimum experience with the FDR process
  • Have personally supervised a minimum of 5 successful FDR projects
  • Have personal experience in developing FDR mix designs
  • Have the experience to perform and supervise field process control testing
  • Submit a list of references, with current telephone numbers, who are able to verify the experience required herein

A complete description of the work and full information for Contract Bidders is given in the Contract Documents.  Copies of the Contract Documents may be obtained by prospective bidders at the office of the Authority, Division of Engineering, One Port Center, Seventh Floor, 2 Riverside Drive, Camden, New Jersey 08101, beginning Thursday, December 14, 2017 weekdays from 8:30 a.m. through 12:00 p.m. and 1:00 p.m. through 4:00 p.m.  A payment of $50.00 by check or money order, made payable to the Delaware River Port Authority, will be required for each set of Contract Documents. Once purchased, no refunds will be issued, even to firms submitting bids. Contract Documents cannot be ordered nor delivered by mail.

A non-mandatory Pre-Bid Meeting will be held starting at 10:00 am local time on Wednesday December 20, 2017 in the 7th Floor West Conference Room of One Port Center, 2 Riverside Drive, Camden, NJ 08101.  An optional site visit is scheduled immediately following the Pre-Bid Meeting. All bidders shall be expected to completely and thoroughly examine all Contract Documents to become fully aware of the project scope and requirements prior to submitting a bid.

The Authority will consider only those bids received from parties who have obtained Contract Documents directly from the Authority.  Contract Documents are not transferable to other parties for bidding purposes.  Bids received from firms whose names are not recorded by the Authority as having secured documents for this Contract will be rejected.
