RFQ - DRPA Asset Management Program

The Delaware River Port Authority (Authority) hereby invites interested professional consulting engineering firms to submit a Statement of Qualification for providing engineering services for the DRPA Asset Management Program.

The Scope of Services the Authority requires shall include, but not limited to, the review of DRPA current capacity and understanding of asset management, development of inventory, preparation for condition assessments including preventative maintenance plans and standard operating procedures, perform necessary condition assessments, development of an Asset Management Plan, development of a complimentary Asset Management User Manual, and conduct a technology assessment for future asset management integration. The Consultant will need to be well versed in the DRPA organization, understanding any limitations and constraints to develop an asset management plan that best fits the DRPA. The Consultant must have necessary expertise in asset management implementation including the development of an organization-specific asset management plan, improvement of organization processes and procedures, experience with complex assets and department organization, asset tracking and evaluation, prioritization and interpretation strategies for project development and lifecycle planning, and forecasting approaches.

The Authority’s Board of Commissioners adopted a resolution stating Consultants seeking contracted work must be prevented from influencing the vendor selection process.  In order to be considered, the attached Political Contribution Form and Certification must be completed and submitted in a separately sealed envelope labeled “POLITICAL CONTRIBUTION FORM AND CERTIFICATION” along with your Statement of Qualifications. 

Six (6) copies of the written Statement of Qualifications and U.S. Government Forms SF330 must be received by the Authority no later than 2:00 p.m. on Thursday, November 30th, 2017. Faxed or e-mail Statement of Qualifications will not be accepted.  Late Statement of Qualifications will not be accepted.  The Statement of Qualifications should be addressed to Mrs. Amy L. Ash, Manager – Contracts Administration, Delaware River Port Authority, One Port Center, 2 Riverside Drive, P.O. Box 1949, Camden, New Jersey 08101.  The mailing envelope containing the Statement of Qualifications shall be labeled DRPA Asset Management Program. The Statement of Qualifications shall describe, in five (5) pages or less, the qualifications of the firm, key personnel on the design team, and shall briefly describe similar consultation projects successfully completed in the last five years by the firm and the key personnel.  The Statement of Qualifications will be used by the Authority to establish a short list of consultants to receive a Request for Proposal and to engage a consultant for this project.

This public advertisement constitutes the Delaware River Port Authority’s formal solicitation to determine the interest of qualified Professional Engineering firms in the aforementioned project.
