RFQ: Police Court Liaison Services

DRPA POLICE COURT LIAISON

STATEMENT OF WORK

A.        SUMMARY.

The Police Court Liaison is responsible for whatever action is necessary to assist the DRPA Public Safety Department and State prosecuting attorney’s in the preparation and presentation of traffic summonses and complaints and/or summary matters within the appropriate jurisdiction of the Municipal Courts of New Jersey and Pennsylvania.  As the DRPA’s Public Safety liaison with the court, the individual will coordinate and assist in the disposition cases as well as the scheduling of cases and witnesses.  The liaison will be the primary contact between DRPA Public Safety Department and each municipal court.
 
B.        DUTIES AND RESPONSIBILITIES.

The duties and responsibilities of the Police Court Liaison include, but are not limited to the following:

1.                  Shall maintain an effective working relationship between the DRPA Public Safety Department and various municipal courts in New Jersey and Pennsylvania, and attend court sessions as set forth below or as may be modified by each respective municipal court from time to time.

2.                  Shall report to Public Safety Records Department every morning to pick-up all paperwork that is required for the municipal courts.

3.                  Shall be responsible to collect all documents from the municipal courts that are required to be returned to Public Safety.

4.                  Shall receive subpoenas from the municipal court and promptly deliver them to DRPA Police Chief or his designee.  The subpoena’s will be logged by the Police Court Liaison and then delivered to the Police Chief for proper service to the police officer.

5.                  Shall coordinate the scheduling of cases for the DRPA police department.

6.                  Shall assure that witnesses are notified and that evidence is available.

7.                  Shall minimize the time spent in court by DRPA police officers.  Maintain an updated and accurate record of time spent in court by police officers.

8.                  Shall notify the Police Chief of any unusual occurrences requiring their personal attention.

9.                  Shall cooperate with the State prosecuting attorneys in the disposition of matters as well as scheduling and presentation of cases the Municipal Court.

10.              Shall enter dispositions of cases into Records Management Application from court when possible.

11.              Shall provide services to demonstrate use of digital media evidence and services to permit attorneys, prosecutors and judges a device on which digital media may be viewed prior to and during case hearings.

12.              The police court liaison is responsible for ensuring the punctual attendance of all sworn departmental members and their effective preparation and presentation of cases before the municipal courts.

C.        MUNICIPAL COURT SESSION.

1.         New Jersey Municipal Court Sessions:

Audubon, every Monday at 9:00 AM, except Federal holidays

Maple Shade, every Monday at 6:00 PM

Voorhees, first Tuesday of the month at 6:00 PM; second Tuesday of the month at 9:00 AM

Gloucester, every Tuesday at 12:00 Noon

Logan, every Wednesday at 8:30 AM

Collingswood, every Wednesday at 9:30 AM

Haddon Township, every Wednesday at 8:30 AM or 6:00 PM

Lindenwold, the first and fifth every Wednesday of the month at 1:00 PM

Pennsauken, every Thursday at 6:00 PM

Cinnaminson, second Thursday of the month at 9:00 AM

Camden, Monday–Friday 8:30 AM & 9:00 AM; Monday–Thursday 12:30 PM & 1:00 PM

Cherry Hill, first Wednesday of every month at 9:00 a.m.; third Thursday of every month at 9:00 a.m.

2.         Pennsylvania Municipal Court Sessions:

Brookhaven, every Tuesday at 8:30 AM

Philadelphia, Monday–Friday 8:30 AM


 

After qualification statements from those firms responding to this RFQ have been reviewed and evaluated, the Authority intends to identify those firms most highly qualified to perform the required services.  Accordingly, the “short listed” firms will receive a subsequent Request for Proposal (RFP).

The Authority’s Board of Commissioners adopted a resolution stating Consultants seeking contracted work must be prevented from influencing the vendor selection process.  In order to be considered, the attached Political Contribution Form and Certification must be completed and submitted in a separately sealed envelope labeled “POLITICAL CONTRIBUTION FORM AND CERTIFICATION” along with your Statement of Qualifications. 

Six (6) copies of the written Statement of Qualifications must be received by the DRPA no later than 2:00 p.m. EST on Monday, August 7, 2017.    Submissions must be addressed to Ms. Amy L. Ash, Manager, Contract Administration, Delaware River Port Authority, One Port Center, 2 Riverside Drive, P.O. Box 1949, Camden, NJ 08101-1949.  The Statement of Qualifications shall describe in five (5) pages or less, the qualifications of the firm, key personnel and similar type engagements successfully completed in the last five years by the firm and the key personnel.  The mailing envelope containing the Statement of Qualification shall be labeled “Statement of Qualifications, Police Court Liaison Services”.  The Statement of Qualifications will be used by the Authority to establish a short list of Consultants to receive a Request for Proposal and to engage a Consultant for this project.
