Contract No. CB-34-2017 Commodore Barry Bridge Elevator Replacements at Piers E1 and W1


Date of bid opening: Thursday, September 7, 2017 at 2:00 p.m.

Sealed Bids for Contract No CB-34-2017 Commodore Barry Bridge Elevator Replacements at Piers E1 and W1 will be received during normal business hours at the office of the Chief Engineer, Delaware River Port Authority, One Port Center, Seventh Floor, 2 Riverside Drive, Camden, New Jersey 08101, until 2:00 pm local time, September 7th, 2017 and immediately taken to the Engineering Conference Room and publicly opened and read.

The work to be completed under this contract consist of the following tasks:

• Conduct in depth survey at start of work and prepare detailed as-built drawings showing new elevator components in relation to existing shaft.
• Remove and replace elevator hoist machine, cables, mounting steel, and deflector sheaves.
• Remove and replace elevator cab, cab rails, platform, sling, and safeties.
• Remove and replace hoist machine mounting platform and supports at top of elevator shaft. Remove and replace existing grating.
• Remove and replace counterweight assembly, counterweight rails, sheaves and cables
• Replace all buffer and pit steel material/assemblies.
• Remove and replace elevator controller to accommodate new emergency braking system.
• Replace all hoistway interlocks and slowdown switches.
• Remove and replace locking hardware at exterior doors, and refurbish doors as required to provide an operable door at each landing.
• Repair any additional hoistway damage as needed to provide a complete and functional elevator system.
• Install exterior permanent hoist beam to top of tower, if needed, for transportation of construction materials. Provide signed and sealed plans and calculations by a New Jersey and Pennsylvania Professional Engineer for the temporary hoist beam.

Copies of the Contract Documents may be obtained by prospective bidders at the office of the Authority, Division of Engineering, One Port Center, Seventh Floor, 2 Riverside Drive, Camden, New Jersey 08101, beginning July 27th, 2017 weekdays from 8:30 a.m. through 12:00 p.m. and 1:00 p.m. through 4:00 p.m. A payment of $200.00 by check or money order, made payable to the Delaware River Port Authority, will be required for each set of Contract Documents. Once purchased, no refunds will be issued, even to firms submitting bids. Contract Documents cannot be ordered nor delivered by mail.

To that end, the DRPA has established MBE and WBE goals for this project (MBE = 8%; WBE = 4%). MBE and WBE team members must be named, and commitment levels must be noted at the time the bid is submitted.

A mandatory Pre-Bid Meeting will be held starting at 10:00 am local time on August 8th, 2017 at the Commodore Barry Bridge Administration Building (Commodore Barry Bridge Administration Building, Bridgeport, NJ 08014). A site visit is scheduled immediately following the Pre-Bid Meeting. All bidders shall be expected to completely and thoroughly examine all Contract Documents to become fully aware of the project scope and requirements prior to submitting a bid.

The Authority will consider only those bids received from parties who have obtained Contract Documents directly from the Authority. Contract Documents are not transferable to other parties for bidding purposes. Bids received from firms whose names are not recorded by the Authority as having secured documents for this Contract will be rejected.
