RFQ - Ben Franklin Bridge Decorative Lighting Upgrade


The Delaware River Port Authority (Authority) hereby invites interested professional consulting engineering firms to submit a Statement of Qualification for providing engineering design services for the Ben Franklin Bridge (BFB) Decorative Lighting Upgrade project.

The Scope of Services the Authority requires shall include all tasks necessary to design the upgrade and replacement of the current decorative lighting systems and prepare a final design bid package. There are currently two decorative lighting systems on the BFB: (1) Catenary Lighting System from 1987, and (2) Decorative Lighting System from 2000. The Consultant shall design a complete replacement of the current decorative lighting systems such that there is only one Decorative Lighting System, fully integrated together. The Consultant should consider functionality, energy efficiency, aesthetics, impacts to the surrounding area, maintenance, and cost when designing the replacement of the decorative lighting systems.

A condition assessment on the BFB decorative lighting was conducted in Spring 2017 to identify which decorative lighting components need to be upgraded. Components in poor condition that need to be replaced include the catenary lighting, the tower color-changing lighting, lower truss lighting, tower “blister” lighting, anchorage exterior lighting, anchorage interior lighting, lanterns, lighting around the Lighting Bolt Monument, controls for the catenary lighting, Horizon controls, and necessary software, hardware, and wiring. Components in adequate condition that need to be rehabilitated or modified include the pedestrian walkway lighting and poles, anchorage floodlighting poles, and fenestration posts. Components in good condition that need to be integrated into the new design include the electrical equipment and the fiber optics. In addition, the Consultant should identify commissioning procedures and preventative maintenance schedules to compliment the lighting design efforts to ensure proper life cycle of the new lighting components.

The Authority’s Board of Commissioners adopted a resolution stating Consultants seeking contracted work must be prevented from influencing the vendor selection process.  In order to be considered, the attached Political Contribution Form and the Certification must be completed and submitted in a separately sealed envelope labeled “POLITICAL CONTRIBUTION FORM AND CERTIFICATION” along with your Statement of Qualifications. 

Six (6) copies of the written Statement of Qualifications and U.S. Government Forms SF330 must be received by the Authority no later than 12pm on Friday, July 14th, 2017. Faxed or e-mail Statement of Qualifications will not be accepted.  Late Statement of Qualifications will not be accepted.  The Statement of Qualifications should be addressed to Mr. Michael P. Venuto, P.E., P.L.S., Chief Engineer, Delaware River Port Authority, One Port Center, 2 Riverside Drive, P.O. Box 1949, Camden, New Jersey 08101.  The mailing envelope containing the Statement of Qualifications shall be labeled “Ben Franklin Bridge Decorative Lighting Upgrade”. The Statement of Qualifications shall describe, in five (5) pages or less, the qualifications of the firm and the key personnel on the design team and shall briefly describe similar consultation projects successfully completed in the last five years by the firm and the key personnel.  The Statement of Qualifications will be used by the Authority to establish a short list of consultants to receive a Request for Proposal and to engage a consultant for this project.

This public advertisement constitutes the Delaware River Port Authority’s formal solicitation to determine the interest of qualified Professional Engineering firms in the aforementioned project.
