RFQ - PATCO Woodcrest Station Platform Rehabilitation

The Delaware River Port Authority (Authority) hereby invites interested professional consulting engineering firms to submit a Statement of Qualification for providing engineering design services for the PATCO Woodcrest Station Platform Rehabilitation.

Woodcrest Station was built in 1977 as a park and ride facility with two high level platforms that service three tracks at the station. The platforms are original and constructed with reinforced concrete. The platforms have a canopy structure consisting of steel columns, cap beams, and precast concrete planks as roof deck. The platforms total approximately 32,000 square feet with enclosures for the stairways, elevators, and escalators. As a planned capital improvement, the Scope of Services the Authority requires shall include the development of a comprehensive set of bid documents for the rehabilitation and restoration of the Woodcrest Station platforms and ensure to a state of good repair.

The scope of design services includes as a minimum: (1) replacement of both platforms, (2) construction phasing/staging of transit passenger services, (3) replacement of the station canopy, (4) maintaining transit passenger system, (5) rehabilitation of exterior elements to remain including station platform enclosures and exposed reinforced concrete, (6) material testing of existing concrete, and (7) the replacement of platform lighting and signage. The Consultant will need to be proactive during field verification and design development portions of the project. It will be pertinent that all areas around the platforms, especially under the platform and in the station lobby ceiling, are reviewed and identified for replacement or rehabilitation. Significant utilities are within the platforms that will need to remain operational during construction.  The Consultant will also need to be vigilant about the phasing of the work to maintain adequate pedestrian traffic to platforms, ADA accessibility, utility coordination, and a safe and reliable work zone. Therefore, the Consultant must have the necessary expertise in transit utility, passenger services, transit systems, and utilities to design adequate protection and/or relocation schemes of the platform and temporary accessibility during the construction and phasing of the project.

The Authority’s Board of Commissioners adopted a resolution stating Consultants seeking contracted work must be prevented from influencing the vendor selection process.  In order to be considered, the attached Political Contribution Form and the Certification must be completed and submitted in a separately sealed envelope labeled “POLITICAL CONTRIBUTION FORM AND CERTIFICATION” along with your Statement of Qualifications. 

Six (6) copies of the written Statement of Qualifications and U.S. Government Forms SF330 must be received by the Authority no later than 12pm on Friday, July 14, 2017. Faxed or e-mail Statement of Qualifications will not be accepted.  Late Statement of Qualifications will not be accepted.  The Statement of Qualifications should be addressed to Mr. Michael P. Venuto, P.E., P.L.S., Chief Engineer, Delaware River Port Authority, One Port Center, 2 Riverside Drive, P.O. Box 1949, Camden, New Jersey 08101.  The mailing envelope containing the Statement of Qualifications shall be labeled PATCO Woodcrest Station Platform Rehabilitation. The Statement of Qualifications shall describe, in eight (8) pages or less, the qualifications of the firm and the key personnel on the design team and shall briefly describe similar consultation projects successfully completed in the last five years by the firm and the key personnel.  The Statement of Qualifications will be used by the Authority to establish a short list of consultants to receive a Request for Proposal and to engage a consultant for this project.

This public advertisement constitutes the Delaware River Port Authority’s formal solicitation to determine the interest of qualified Professional Engineering firms in the aforementioned project.
