Contract No. BF-46-2016(R) Benjamin Franklin Bridge South Walkway Bicycle and Pedestrian Ramp


Sealed Bids for Contract No. BF-46-2016(R), Benjamin Franklin Bridge South Walkway Bicycle and Pedestrian Ramp will be received during normal business hours at the office of the Chief Engineer, Delaware River Port Authority, One Port Center, Seventh Floor, 2 Riverside Drive, Camden, New Jersey 08101, until 2:30 p.m., local time, Wednesday, July 19, 2017 and immediately taken to the Engineering Conference Room and publicly opened and read.

The work to be completed under this contract consists of the construction of a new ramp structure to replace the existing stairway located on the south side of the Bridge in Camden, New Jersey.  The ramp starts approximately 200 feet west of 3rd Street and extends to just west of the 5th Street Pedestrian Tunnel for a total structure length of approximately 800 feet. The major items of construction work include demolition and dismantling of a portion of the existing walkway, drilled shaft foundations, concrete substructures, structural steel, concrete deck and ornamental railings.  The project also includes work along South Marginal Road to reconstruct curb and sidewalk, relocate existing street lighting, signs, and security fencing.

A complete description of the work and full information for Contract Bidders is given in the Contract Documents.  Copies of the Contract Documents may be obtained by prospective bidders at the office of the Authority, Division of Engineering, One Port Center, Seventh Floor, 2 Riverside Drive, Camden, New Jersey 08101, beginning Tuesday, June 13, 2017, weekdays from 8:30 a.m. through 12:00 p.m. and 1:00 p.m. through 4:00 p.m.  A payment of $200.00 by check or money order, made payable to the Delaware River Port Authority, will be required for each set of Contract Documents. Once purchased, no refunds will be issued, even to firms submitting bids. Contract Documents cannot be ordered nor delivered by mail.

This project will be funded with substantial assistance from the U.S. Department of Transportation (DOT), Federal Highway Administration (FHWA).  As a condition of receiving this assistance, the Delaware River Port Authority has signed an assurance not to discriminate on the basis of race, color, national origin, or sex in the award and performance of any DOT-assisted contract or in the administration of its Disadvantaged Business Enterprise Program (DBE Program).   The Delaware River Port Authority has established a DBE Program that complies with the DOT’s Final Rule at 49 CFR Part 26. The Delaware River Port Authority further assures that it will take all necessary and reasonable steps to ensure discrimination does not take place in the award and administration of DOT-assisted contracts or subcontracts.  Firms responding to this advertisement are hereby advised that the use of DBE firms will be carefully reviewed and evaluated in the contract award process.

A mandatory pre-bid meeting will be held starting at 10:00 a.m., local time on Thursday, June 22, 2017 in the 11th Floor Multi-Purpose Room of One Port Center, 2 Riverside Drive, Camden, NJ 08101.  A site visit is scheduled immediately following the Pre-Bid Meeting. All bidders shall be expected to completely and thoroughly examine all Contract Documents to become fully aware of the project scope and requirements prior to submitting a bid.

The Authority will consider only those bids received from parties who have obtained Contract Documents directly from the Authority.  Contract Documents are not transferable to other parties for bidding purposes.  Bids received from firms whose names are not recorded by the Authority as having secured documents for this Contract will be rejected.
