RFQ - Engineering Design and Construction Monitoring Services For Replacement of Rectifier Transformers Phase 3

The Delaware River Port Authority (Authority) hereby invites interested professional consulting engineering firms to submit a Statement of Qualification for providing Engineering Design and Construction Monitoring Services for Replacement of Rectifier Transformers Phase 3 at Birch Avenue, Front Street, and Locust Street substations on the PATCO Speedline.

The scope of services the Authority requires shall include all engineering-design and construction-monitoring services including but not limited to preparing a final design package including plans, specifications, estimates, and a construction schedule with which the DRPA may solicit bids from contractors for the removal and replacement of traction-power transformers at the three (3) aforementioned PATCO substations.  The consultant will provide inspection of all work and materials during construction to ensure that the work is done and the materials comply with the contract plans and specifications.  The consultant will also provide bid-phase services to support the Authority in awarding the work to the successful low bidder.  The scope shall include any other services as may be required to furnish complete engineering-design, bid-phase, and construction-monitoring services of the highest quality. The scope shall include review of project schedules, contractor’s invoice payments, change orders, requests for information, and project-closure activities.  The firm shall exhibit professional staff knowledgeable in providing the aforementioned services on traction-power installations on active rail-transit lines.  The consulting engineering firm will be expected to provide fully developed methodologies for accomplishing all the above-mentioned work.

The Authority’s Board of Commissioners adopted a resolution stating Consultants seeking contracted work must be prevented from influencing the vendor selection process.  In order to be considered, the attached Political Contribution Form and Certification must be completed and submitted in a separately sealed envelope labeled “POLITICAL CONTRIBUTION FORM AND CERTIFICATION” along with your Statement of Qualifications. 

Six (6) copies of the written Statement of Qualifications and U.S. Government Forms SF330 must be received by the Authority no later than 2:00 p.m., local time, on Wednesday, June 14, 2017.  Faxed or e-mail Statement of Qualifications will not be accepted.  Late Statement of Qualifications will not be accepted.  The Statement of Qualifications should be addressed to Mr. Michael P. Venuto, P.E., P.L.S., Chief Engineer, Delaware River Port Authority, One Port Center, 2 Riverside Drive, P.O. Box 1949, Camden, New Jersey 08101.  The mailing envelope containing the Statement of Qualifications shall be labeled “Engineering Design and Construction Monitoring Services for Replacement of Rectifier Transformers Phase 3.”  The Statement of Qualifications shall describe, in three (3) pages or less, the qualifications of the firm and the key personnel on the inspection team and shall briefly describe similar consultation projects successfully completed in the last five years by the firm and the key personnel.  The Statement of Qualifications will be used by the Authority to establish a short list of consultants to receive a Request for Proposal and to engage a consultant for this project.

This public advertisement constitutes the Delaware River Port Authority’s formal solicitation to determine the interest of qualified Professional Engineering firms in the aforementioned project.
