RFQ - PATCO Station Enhancements Program

The Delaware River Port Authority (Authority) hereby invites interested professional architectural, engineering, and consulting firms to submit a Statement of Qualification for providing architectural design services for the PATCO Station Enhancements Program. The scope of design includes interior, exterior, and platform station enhancements at PATCO’s Ferry Avenue, Woodcrest, and Lindenwold Stations. The intent of the PATCO Station Enhancements Program is to create visually appealing interior and exterior areas at the selected facilities to enhance the experience for riders and motorists who use the facilities and enhance the appeal to nearby residents, businesses, and property owners. Also included in this project will be architectural and landscape enhancements to the Camden approach of the Benjamin Franklin Bridge. The Firm shall demonstrate knowledge in the areas of transportation facility design, interior renovation design, and landscape design.

The Scope of Service the Authority requires shall include the schematic design, design development, and construction document services for the three (3) PATCO Stations and the Camden approach to the Benjamin Franklin Bridge. The scope includes the preparation of conceptual designs with sufficient detail to define improvements, a cost estimate associated with each of the conceptual design options, and development of contract plans and specifications for selected conceptual plans. Potential design enhancements and improvements may include, but are not limited to, parking lot entrances, alternative transportation connections, landscaping, station entrances, station platforms, interior finishes and flooring products, station layout and flexible space, customer way-finding, lighting, art work, advertising, and sustainability.

The Authority’s Board of Commissioners adopted a resolution stating Consultants seeking contracted work must be prevented from influencing the vendor selection process.  In order to be considered, the attached Political Contribution Form and Certification must be completed and submitted in a separately sealed envelope labeled “POLITICAL CONTRIBUTION FORM AND CERTIFICATION” along with your Statement of Qualifications. 

Six (6) copies of the written Statement of Qualifications and U.S. Government Forms SF330 must be received by the Authority no later than 2 pm on Monday, November 21st, 2016. Faxed or e-mail Statement of Qualifications will not be accepted.  Late Statement of Qualifications will not be accepted.  The Statement of Qualifications should be addressed to Mr. Michael P. Venuto, P.E., P.L.S., Chief Engineer, Delaware River Port Authority, One Port Center, 2 Riverside Drive, P.O. Box 1949, Camden, New Jersey 08101.  The mailing envelope containing the Statement of Qualifications shall be labeled “PATCO Station Enhancements Program”.  The Statement of Qualifications shall describe, in five (5) pages or less, the qualifications of the firm and the key personnel on the design team and shall briefly describe similar consultation projects successfully completed in the last five years by the firm and the key personnel.  The Statement of Qualifications will be used by the Authority to establish a short list of consultants to receive a Request for Proposal and to engage a consultant for this project.

This public advertisement constitutes the Delaware River Port Authority’s formal solicitation to determine the interest of qualified Professional Engineering firms in the aforementioned project.
