Contract No. 11-G - PATCO SCADA-CTC Office System Upgrade

Date of bid opening: Thursday, September 22, 2016 at 10:30 a.m. local time

Sealed Bids for Contract No. 11-G, PATCO SCADA-CTC Office System Upgrade will be received during normal business hours at the office of the Chief Engineer, Delaware River Port Authority, One Port Center, Seventh Floor, 2 Riverside Drive, Camden, New Jersey 08101, until 10:30 AM, local time, September 22, 2016 and immediately taken to the Engineering Conference Room and publicly opened and read.

The work to be completed under this contract consists of providing, configuring, and testing new SCADA-CTC software and associated user-interface, data-storage, computing, processing, communications, and desktop and wall-mounted display hardware required for dispatch functions within PATCO’s Center Tower control center in Camden, NJ and back-up dispatch location in Lindenwold, NJ.  This work is confined to the office-system components of PATCO’s existing SCADA-CTC network.  All provided hardware and software must operate compatibly with existing IP-network hardware and Ansaldo Microlok and Genisys SCADA and CTC field units.

A complete description of the work and full information for Contract Bidders is given in the Contract Documents.  Copies of the Contract Documents may be obtained by prospective bidders at the office of the Authority, Division of Engineering, One Port Center, Seventh Floor, 2 Riverside Drive, Camden, New Jersey 08101, beginning August 1, 2016, weekdays from 8:30 a.m. through 12:00 p.m. and 1:00 p.m. through 4:00 p.m.  A payment of $50.00 by check or money order, made payable to the Delaware River Port Authority, will be required for each set of Contract Documents. Once purchased, no refunds will be issued, even to firms submitting bids. Contract Documents cannot be ordered nor delivered by mail.

This project will be funded with substantial assistance from the federal Department of Transportation (DOT), Federal Transit Administration (FTA).  As a condition of receiving this assistance, the Delaware River Port Authority has signed an assurance not to discriminate on the basis of race, color, national origin, or sex in the award and performance of any DOT-assisted contract or in the administration of its Disadvantaged Business Enterprise Program (DBE Program).   The Delaware River Port Authority has established a DBE Program that complies with the DOT’s Final Rule at 49 CFR Part 26. The Delaware River Port Authority further assures that it will take all necessary and reasonable steps to ensure discrimination does not take place in the award and administration of DOT-assisted contracts or subcontracts.  Firms responding to this advertisement are hereby advised that the use of DBE firms will be carefully reviewed and evaluated in the contract award process.

A non-mandatory pre-bid meeting will be held starting at 10:30 AM, local time on August 9, 2016 in the 7th Floor North Conference Room of One Port Center, 2 Riverside Drive, Camden, NJ 08101.  A field visit to the Center Tower control center will immediately follow the pre-bid Meeting.  All bidders shall be expected to completely and thoroughly examine all Contract Documents to become fully aware of the project scope and requirements prior to submitting a bid.

The Authority will consider only those bids received from parties who have obtained Contract Documents directly from the Authority.  Contract Documents are not transferable to other parties for bidding purposes.  Bids received from firms whose names are not recorded by the Authority as having secured documents for this Contract will be rejected.
