RFQ - Third Party Claims Administrators


The Delaware River Port Authority (“DRPA”)  and its subsidiary the Port Authority Transit Corporation (“PATCO”) (collectively, “the Authority”) hereby invite Third Party Claims Administrators to submit a Statement of Qualifications to administer its self-funded workers’ compensation and/or general liability claims management programs. The Authority retains excess insurance coverage for its self-funded workers’ compensation program.

The Scope of Services the Authority requires includes, but is not limited to:  the provision of the expedient, accurate reporting, investigation and managing of all workers’ compensation and/or general liability claims; access to a statewide (Pennsylvania, New Jersey and Delaware) network of quality medical providers for provision of authorized workers’ compensation treatment and care; expedient review, re-pricing and adjudication of medical bills and access to specialized services, i.e., fraud investigation, risk/loss control on an as needed basis, in a manner designed to maximize program efficiency and minimize program cost.

In addition to managing all workers’ compensation and/or general liability claims, we are requesting providers that also have experience in the administration of Family and Medical Leave Act (FMLA), American’s with Disability Act (ADA) and Short/Long Term Disability claims.  The outsourcing of these lines are not currently in the scope of this RFQ, but the Authority is gathering information on the full extent of services available from TPA’s.

After qualification statements from those firms responding to this RFQ have been reviewed and evaluated, the Authority will identify those firms most highly qualified to perform the required services.  Accordingly, the “short listed” firms will receive a subsequent Request for Proposal.

Eight (8) copies of the written Statement of Qualifications must be received by the DRPA no later than 2:00 p.m. on Tuesday, July 12, 2016.  Submissions must be addressed to Amy Ash, Acting Manager, Contract Administration, Delaware River Port Authority, One Port Center, 2 Riverside Drive, P.O. Box 1949, Camden, NJ 08101-1949.  The Statement of Qualifications shall describe in five (5) pages or less, the qualifications of the firm, key personnel and similar type consultant service engagements successfully completed in the last five years by the firm and the key personnel.  The mailing envelope containing the Statement of Qualification shall be labeled “Statement of Qualifications, Third Party Claims Administrator”.  The Statement of Qualifications will be used by the Authority to establish a short list of Consultants to receive a Request for Proposal for this project.

This public advertisement constitutes the Authority’s formal solicitation to determine the interest of qualified professional Third Party Claims Administrators in the stated project.

The Delaware River Port Authority is a regional transportation agency that connects millions of people and businesses in Pennsylvania and New Jersey.  The DRPA owns and operates the PATCO commuter rail line which operates between southern New Jersey and Philadelphia, Pennsylvania, and the Benjamin Franklin, Walt Whitman, Commodore Barry and Betsy Ross toll bridges.
