RFQ - Benjamin Franklin Bridge Maintenance Painting and Steel Repair Engineering Design Services

The Delaware River Port Authority (Authority) hereby invites interested professional consulting engineering firms to submit a Statement of Qualification for providing comprehensive engineering planning and design services for the Benjamin Franklin Bridge Maintenance Painting and Steel Repair project. As part of the Capital program this project will sustain and enhance DRPA’s transportation services and facilities.

The Scope of Services the Authority requires shall include, but not be limited to, all planning and design activities necessary to prepare quality bid documents for the Benjamin Franklin Bridge Maintenance Painting and Steel Repair project for various sections of the bridge. Planning and Design services include a comprehensive condition assessment of existing coatings, reinforced concrete members and steel members; coordination with state, federal and local environmental agencies; miscellaneous structural repairs; maintenance and protection of vehicle traffic; developing engineer’s cost estimate; and preparing the contract specifications and drawings. Steel work includes various steel components of the bridge superstructure and substructure plus the suspended span wind locks and link systems.  Additionally, the work will include quality construction support services, but not be limited to, attending pre-bid conference, preparing Bulletins, evaluate bidder qualifications and reviewing bids.  The firm shall exhibit professional staff knowledgeable and experienced in providing bridge painting, structural rehabilitation both steel and reinforced concrete plus bridge preservation.

The Authority’s Board of Commissioners adopted a resolution stating Consultants seeking contracted work must be prevented from influencing the vendor selection process.  In order to be considered, the attached Political Contribution Form and Certification must be completed and submitted in a separately sealed envelope labeled “POLITICAL CONTRIBUTION FORM AND CERTIFICATION” along with your Statement of Qualifications. 

Six (6) copies of the written Statement of Qualifications and U.S. Government Forms SF330 must be received by the Authority no later than 2:00 p.m. on Wednesday, March 30, 2016.  Faxed or e-mail Statement of Qualifications will not be accepted.  Late Statement of Qualifications will not be accepted.  The Statement of Qualifications should be addressed to Mr. Michael P. Venuto, P.E., P.L.S., Chief Engineer, Delaware River Port Authority, One Port Center, 2 Riverside Drive, P.O. Box 1949, Camden, New Jersey 08101.  The mailing envelope containing the Statement of Qualifications shall be labeled “Benjamin Franklin Bridge Maintenance Painting and Steel Repair”.  The Statement of Qualifications shall describe, in ten (10) pages or less, the qualifications of the firm and the key personnel on the design team and shall briefly describe similar consultation projects successfully completed in the last ten years by the firm and the key personnel.  The Statement of Qualifications will be used by the Authority to establish a short list of consultants to receive a Request for Proposal and to engage a consultant for this project.

This public advertisement constitutes the Delaware River Port Authority’s formal solicitation to determine the interest of qualified Professional Engineering firms in the aforementioned project.
