RFQ - Surveillance Services For Employee Long and Short Term Disability Claims

 
The Delaware River Port Authority (“DRPA”) and its wholly owned subsidiary, the Port Authority Transit Corporation (“PATCO”) (jointly, “the Authority”), hereby invites interested parties to submit a Statement of Qualifications to provide surveillance services for its employee long and short term disability claims. The Authority is seeking certified investigative professionals who have substantial experience delivering disability surveillance services.
 
The Authority is a bi-state agency of the Commonwealth of Pennsylvania and the State of New Jersey, with employees from both states and the State of Delaware. Firms with a geographical area limited to only one or two of the three states are welcome to apply. The Authority is interested in obtaining the services of more than one firm in order to have a pool of approximately three firms. The Authority envisions a three-year engagement, with an option to renew for an additional two years on a year-to-year basis.
 
The Scope of Services the Authority requires includes, but is not limited to: providing activities checks; photographic, motion picture camera and/or video surveillance; and legal testimony when required.
 
The Statement of Qualifications shall describe, in five (5) pages or less, the qualifications of the firm and the key personnel on the team. Please include the location of the firm’s office(s) in the Commonwealth of Pennsylvania, the State of New Jersey and/or, the State of Delaware. Describe, in narrative form, your technical plan for accomplishing the work. Describe the firm’s relevant disability surveillance and investigative experience for the past 2 years. Attach a copy of your state investigator’s certificate.
 
Six (6) copies of the written Statement of Qualifications must be received by the Authority no later than 3:00 p.m. local time on May 15, 2015. Faxed or e-mailed Statements of Qualifications will not be accepted. Late Statements of Qualifications will not be accepted. The Statement of Qualifications should be addressed to Mr. Howard M. Korsen, Manager, Contract Administration, Delaware River Port Authority, One Port Center, 2 Riverside Drive, P.O. Box 1949, Camden, New Jersey 08101-1949. The mailing envelope containing the Statement of Qualifications shall be labeled “Statement of Qualifications, Surveillance Services.” The phone number for express deliveries is 856-968-2083.  
 
After qualification statements from those firms responding to this RFQ have been reviewed and evaluated, the Authority intends to identify those firms most highly qualified to perform the required services. The “short listed” firms will receive a subsequent Request for Proposal (“RFP”).

This public advertisement constitutes the Authority’s formal solicitation to determine the interest of qualified surveillance/investigation firms in the aforementioned project.
