Contract No. PATCO-28-2007 - PATCO Rehabilitation of Track Structure on the Westmont Viaduct


Sealed Bids for Contract No. PATCO-28-2007, PATCO Rehabilitation of Track Structure on the Westmont Viaduct will be received during normal business hours at the office of the Chief Engineer, Delaware River Port Authority, One Port Center, Seventh Floor, 2 Riverside Drive, Camden, New Jersey 08101, until 10:30 am, local time, March 25, 2015 and immediately taken to the Engineering Conference Room and publicly opened and read.

The work to be completed under this contract consists of the rehabilitation of the track structure and drain system on PATCO’s elevated Westmont Viaduct in Haddon Township, New Jersey.  The Westmont Viaduct is approximately 2000 feet long and carries two tracks.  The work will occur above and adjacent to active PATCO facilities which will remain in operation during construction.  The construction site is located adjacent to residential structures therefore, the control and mitigation of construction related noise is a key part of this Contract.

The Work included in this contract includes, but is not limited to, the rehabilitation of the track structure through selective demolition of the existing grout trench and rail fastening/anchor system; installation of a new trench and concrete plinths beneath the rails; survey of the rail system to confirm existing and post construction conditions; adjustment of the track to meet contract requirements; installation of new direction fixation rail fasteners; installation of new 136RE rail; rehabilitation of existing safety railings between the two tracks; installation of a new safety railing system along the length of the viaduct; and the cleaning of and improvements to the existing viaduct drainage system.

A complete description of the work and full information for Contract Bidders is given in the Contract Documents.  Copies of the Contract Documents may be obtained by prospective bidders at the office of the Authority, Division of Engineering, One Port Center, Seventh Floor, 2 Riverside Drive, Camden, New Jersey 08101, beginning February 17, 2015, weekdays from 8:30 a.m. through 12:00 p.m. and 1:00 p.m. through 4:00 p.m.  A payment of $200.00 by check or money order, made payable to the Delaware River Port Authority, will be required for each set of Contract Documents. Once purchased, no refunds will be issued, even to firms submitting bids. Contract Documents cannot be ordered nor delivered by mail.

A mandatory Pre-Bid Meeting will be held starting at 10:00am, local time on March 4, 2015 in the 11th Floor Multi-Purpose Room of One Port Center, 2 Riverside Drive, Camden, NJ 08101.  A site visit is scheduled immediately following the Pre-Bid Meeting. All bidders shall be expected to completely and thoroughly examine all Contract Documents to become fully aware of the project scope and requirements prior to submitting a bid.

The Authority will consider only those bids received from parties who have obtained Contract Documents directly from the Authority.  Contract Documents are not transferable to other parties for bidding purposes.  Bids received from firms whose names are not recorded by the Authority as having secured documents for this Contract will be rejected.
