RFQ - BFB 5th Street Vehicular Tunnel Rehabilitation Construction Monitoring Services


The Delaware River Port Authority (Authority) hereby invites interested professional consulting engineering firms to submit a Statement of Qualification for providing construction monitoring services for Contract No. BF-37-2013, BENJAMIN FRANKLIN BRIDGE 5TH STREET PHILADELPHIA VEHICULAR TUNNEL REHABILITATION.
 
The scope of Services the Authority requires includes, but is not limited to: schedule and cost control, construction inspection, inspection reporting and document control, review of contractor-proposed substitutions and changes, contract document interpretation and issue resolution, change order processing, progress payment processing, determination of substantial and final completion, assistance with contractor claims resolutions, and conducting project meetings.
 
The Authority’s Board of Commissioners adopted a resolution stating Consultants seeking contracted work must be prevented from influencing the vendor selection process. In order to be considered, the attached Political Contribution Form and Certification must be completed and submitted in a separately sealed envelope labeled “POLITICAL CONTRIBUTION FORM AND CERTIFICATION” along with your Statement of Qualifications. 
 
Six (6) copies of the written Statement of Qualifications and U.S. Government Forms SF330 must be received by the Authority no later than 4 p.m. on December 2, 2014. Faxed or e-mail Statement of Qualifications will not be accepted. Late Statement of Qualifications will not be accepted. The Statement of Qualifications should be addressed to Mr. Michael P. Venuto, P.E., P.L.S., Chief Engineer, Delaware River Port Authority, One Port Center, 2 Riverside Drive, P.O. Box 1949, Camden, New Jersey 08101. The mailing envelope containing the Statement of Qualifications shall be labeled “Construction Monitoring Services for Contract No BF-37-2013, BENJAMIN FRANKLIN BRIDGE 5TH STREET PHILADELPHIA VEHICULAR TUNNEL REHABILITATION”. The Statement of Qualifications shall describe, in five (5) pages or less, the qualifications of the firm and the key personnel on the inspection team and shall briefly describe similar consultation projects successfully completed in the last five years by the firm and the key personnel. The Statement of Qualifications will be used by the Authority to establish a short list of consultants to receive a Request for Proposal and to engage a consultant for this project.

This public advertisement constitutes the Delaware River Port Authority’s formal solicitation to determine the interest of qualified Professional Engineering firms in the aforementioned project.
