RFQ - Construction Monitoring Services for Contact No. WW-22-2014 Walt Whitman Bridge Miscellaneous Approach Pavement and Substructure Rehabilitation


The Delaware River Port Authority (Authority) hereby invites interested professional consulting engineering firms to submit a Statement of Qualification for providing construction monitoring services for Contract No. WW-22-2014, Walt Whitman Bridge Miscellaneous Approach Pavement and Substructure Rehabilitation.

The Scope of Services the Authority requires shall include all construction monitoring services including but not limited to, inspection of all work to ensure that it is done in compliance with the Contract Plans and Specifications, inspection of construction materials and work procedures to be used at the site to ensure compliance with the Contract Plans and Specifications, and all such other services as may be required to furnish complete construction monitoring services of the highest quality. The scope shall also include review of project schedules, review and approval of shop drawings, review and recommend contractor’s invoices payment, process change orders, responding to request for information, prepare final punch list, and project closure activities including as-built drawings.  The firm shall exhibit professional staff knowledgeable in providing construction monitoring services plus other applicable federal, state, and local requirements.

The scope of the construction project includes milling and resurfacing of the bituminous wearing course, limited full depth pavement reconstruction and payment markings and striping of New Jersey and Pennsylvania ramps.  The scope also includes concrete spall repair, crack repair, and application of concrete sealer to existing New Jersey approach substructure piers.

The Authority’s Board of Commissioners adopted a resolution stating Consultants seeking contracted work must be prevented from influencing the vendor selection process.  In order to be considered, the attached Political Contribution Form and the Certification must be completed and submitted in a separately sealed envelope labeled “POLITICAL CONTRIBUTION FORM AND CERTIFICATION” along with your Statement of Qualifications. 

Six (6) copies of the written Statement of Qualifications and U.S. Government Forms SF330 must be received by the Authority no later than 4:00 p.m. on Tuesday, October 28, 2014.  Faxed or e-mail Statement of Qualifications will not be accepted.  Late Statement of Qualifications will not be accepted.  The Statement of Qualifications should be addressed to Mr. Michael P. Venuto, P.E., P.L.S., Chief Engineer, Delaware River Port Authority, One Port Center, 2 Riverside Drive, P.O. Box 1949, Camden, New Jersey 08101.  The mailing envelope containing the Statement of Qualifications shall be labeled “Walt Whitman Bridge Miscellaneous Approach Pavement and Substructure Rehabilitation”.  The Statement of Qualifications shall describe, in five (5) pages or less, the qualifications of the firm and the key personnel on the inspection team and shall briefly describe similar consultation projects successfully completed in the last five years by the firm and the key personnel.  The Statement of Qualifications will be used by the Authority to establish a short list of consultants to receive a Request for Proposal and to engage a consultant for this project.

This public advertisement constitutes the Delaware River Port Authority’s formal solicitation to determine the interest of qualified Professional Engineering firms in the aforementioned project.
