RFQ - Design Services for Commodore Barry Bridge Structural Rehabilitation Phase 2

The Delaware River Port Authority (Authority) hereby invites interested consulting engineering firms to submit a Statement of Qualifications for providing engineering design services for the Commodore Barry Bridge Structural Rehabilitation Phase 2.
The firm shall exhibit professional staff knowledgeable in the areas of structural rehabilitation and bridge preservation. The scope of work will include but is not limited to all design service efforts recommending concrete repairs, miscellaneous structural repairs, concrete coating system application, maintenance and protection of vehicle traffic and drainage improvements to the Commodore Barry Bridge. Design services include an assessment of the existing field conditions; coordination with state, federal and local agencies; developing engineer’s cost estimate; and preparing the contract specifications and drawings. Additionally, the work will include, but not be limited to, attending pre-bid conferences, preparing Bulletins, evaluate bidder qualifications and reviewing bids. The consulting engineering firm will be expected to provide fully developed methodologies for accomplishing all the above mentioned work.
The Authority’s Board of Commissioners adopted a resolution stating Consultants seeking contracted work must be prevented from influencing the vendor selection process.  In order to be considered, the attached Political Contribution Form and the Certification must be completed and submitted in a separately sealed envelope labeled “POLITICAL CONTRIBUTION FORM AND CERTIFICATION” along with your Statement of Qualifications.

Six (6) copies of the written Statement of Qualifications and U.S. Government Form SF330 must be received by the Authority no later than 4:00 p.m. on Tuesday, March 25, 2014. Faxed or e-mail Statement of Qualificationswill not be accepted. Late Statement of Qualifications will not be accepted.The Statement of Qualifications should be addressed to Mr. Michael P. Venuto, P.E., P.L.S., Director of Engineering/Chief Engineer, Delaware River Port Authority, One Port Center, 2 Riverside Drive, P.O. Box 1949, Camden, NJ 08101. The mailing envelope containing the Statement of Qualifications shall be labeled “Design Services for Commodore Barry Bridge Structural Rehabilitation Phase 2”. The Statement of Qualifications shall describe in five (5) pages or less (US Government Form SF330 excluded from the aforementioned five page limitation), the qualifications of the firm and the key personnel’s experience providing design services in the areas mentioned above. The qualifications must also include similar work successfully completed by the firm and the key personnel in the last 10 years. The Statement of Qualifications will be used by the Authority to establish a short list of consultants to receive a Request for Proposal and to engage a consultant for this project.

However, MBE and WBE team members must be named, and commitment levels must be noted at the time the proposal is submitted.
This public advertisement constitutes the Delaware River Port Authority’s formal solicitation to determine the interest of qualified Professional Engineering firms in the aforementioned project.
