RFQ - Overhaul of Transit Car Gear Units

Statements of Qualification due no Later than 3:00 pm Local Time on Friday, January, 3, 2014
  
Port Authority Transit Corporation (PATCO), a wholly owned subsidiary of the Delaware River Port Authority is seeking documentation of qualifications to overhaul  its’ 7GA56 – B-1 / B-2 / D-1 GEAR UNITS, manufactured by the General Electric Company between 1968 and 1980. The GA 56 Gear Unit is a double-reduction, parallel-drive unit which transfers motive power from the traction motor to the trucks axle.
 
Six (6) copies of the written Statements [ten (10) pages maximum] of Qualifications must be received by the Authority no later than 3:00 PM Local Time on Friday, January 3, 2014. The Statements of Qualification should be addressed to Mr. John Rink, PATCO General Manager located at the PATCO Administration Building, Pinelawn Avenue and Carlton Street, Lindenwold, NJ 08021. Submissions by U.S. Mail should be sent to P.O. Box 4262, Lindenwold, NJ 08021. Electronic or fax submissions will not be accepted. The Statement shall describe the firm’s qualifications in the area of transit car traction motor repair and shall briefly describe similar type services successfully provided by the firm. The mailing envelope containing the Statement of Qualifications shall be labeled “Statement of Qualifications, OVERHAUL OF TRANSIT CAR GEAR UNITS”.
 
The Authority’s Board of Commissioners adopted a resolution stating Consultants seeking contracted work must be prevented from influencing the vendor selection process. In order to be considered, the attached Political Contribution Form and the Certification must be completed and submitted in a separately sealed envelope labeled “POLITICAL CONTRIBUTION FORM AND CERTIFICATION” along with your Statement of Qualifications. 
 
PATCO’s intent is to:
 
1.     Select and enter into a contract with one or more responders capable of doing all necessary work to overhaul and test the subject gear units.
 
2.     Determine which responders are responsive and deemed qualified.
 
3.     Issue additional requests for qualifications and/or amendments to this request for qualifications. This may include requests to examine material being purchased, repaired, installed or applied to the gear units prior to and/or during the overhaul process.
 
4.     Conduct investigations with respect to qualifications of each responder. These investigations may consist of descriptions of the responder’s facility, tools, procedures, processes and standards, including qualifications of the workforce. The responder may be requested to demonstrate to a PATCO representative at the responder’s facility that the responder has the facilities, equipment and is capable of purchasing and/or repairing the parts necessary to perform the gear unit overhaul process.
 
 
 
The following is a list of minimum information that must be included with each response:
 
1.     Provide a floor plan of the facility where the work is proposed to be done. This plan shall describe the work performed in each of the areas shown and shall give the approximate dimensions of each area. It should also show designated bulk storage areas for defective boxes, completed boxes, replacement parts and refurbished parts.
 
2.     Provide a list of Supply Vendors who will be used to purchase overhaul replacement parts and/or repair those defective parts that can be refurbished for reuse.
 
3.     Describe all tooling, fixtures, stands, overhead cranes, pullers, presses, etc. that will be used during the overhaul process. Provide the Manufacturer’s name and model numbers for same. If any tooling is shop made, a complete description must be provided.
 
4.     Describe the intended shipping process of defective gearboxes from Patco to the rebuild vendor and the return shipment of completed units from the Vendor to Patco.   
 
Please provide three references containing the following information:
 
The name of the transit agency or agency’s for which you have performed prior similar work.
The names and contact information of two people at the agency(s) in responsible charge of a contract to repair transit car gear units of a similar model and application.
The number of gearboxes repaired and the time period(s) over which the work was done.

The scope/extent of work completed on those gearboxes during those time frames.
