Contract No. 10-J - PATCO Front St. to Locust St. Feeder Repair (Circuit 302)

Sealed Bids for Contract No. 10-J, PATCO Front St. to Locust St. Feeder Repair (Circuit 302) will be received during normal business hours at the office of the Director of Engineering/Chief Engineer, Delaware River Port Authority, One Port Center, Seventh Floor, 2 Riverside Drive, Camden, New Jersey 08101, until 10:30 AM, local time, December 10, 2013 and immediately taken to the Engineering Conference Room and publicly opened and read.
 
The work to be completed under this contract consists of all work required to install approximately 1000 feet of new 3-phase, 15kV electrical feeder cable. This power circuit, PATCO circuit 302, was damaged by a train, and a portion of the cable and conduit was torn down. Some of the remaining conduit and cable has since been removed. The work will include the removal of roughly 200 feet of existing cable and conduit under the Benjamin Franklin Bridge (BFB) walkway to the east and a nominal length of existing cable on messenger to approximately 100 feet within the Philadelphia portal of the PATCO tunnel to the west; installation of new galvanized rigid steel conduit, expansion joints, cable, splices, stainless steel pull/splice boxes and stainless steel conduit supports as necessary to splice to the remaining existing cable on the BFB and in the PATCO tunnel.
 
A complete description of the work and full information for Contract Bidders is given in the Contract Documents.  Copies of the Contract Documents may be obtained by prospective bidders at the office of the Authority, Division of Engineering, One Port Center, Seventh Floor, 2 Riverside Drive, Camden, New Jersey 08101, beginning November 12, 2013, weekdays from 8:30 a.m. through 12:00 p.m. and 1:00 p.m. through 4:00 p.m. A payment of $200.00 by check or money order, made payable to the Delaware River Port Authority, will be required for each set of Contract Documents. Once purchased, no refunds will be issued, even to firms submitting bids. Contract Documents cannot be ordered nor delivered by mail.
 
This project will be funded with substantial assistance from the federal Department of Transportation (DOT), Federal Transit Administration (FTA). As a condition of receiving this assistance, the Delaware River Port Authority has signed an assurance not to discriminate on the basis of race, color, national origin, or sex in the award and performance of any DOT-assisted contract or in the administration of its Disadvantaged Business Enterprise Program (DBE Program) with a Small Business Enterprise (SBE) element.   The Delaware River Port Authority has established a DBE Program with a Small Business Enterprise (SBE) element that complies with the DOT’s Final Rule at 49 CFR Part 26 and with the Final Rule set forth in the Federal Register [76 FR 5083 – Disadvantaged Business Enterprise: Program Improvement). The Delaware River Port Authority further assures that it will take all necessary and reasonable steps to ensure discrimination does not take place in the award and administration of DOT-assisted contracts or subcontracts. Firms responding to this advertisement are hereby advised that the use of DBE and SBE firms will be carefully reviewed and evaluated in the contract award process.
 
A non-mandatory Pre-Bid Meeting will be held starting at 10:30 AM, local time, on November 19, 2013 in the 7th Floor North Engineering Conference Room of One Port Center, 2 Riverside Drive, Camden, NJ 08101. All bidders shall be expected to completely and thoroughly examine all Contract Documents to become fully aware of the project scope and requirements prior to submitting a bid.
 
The Authority will consider only those bids received from parties who have obtained Contract Documents directly from the Authority. Contract Documents are not transferable to other parties for bidding purposes. Bids received from firms whose names are not recorded by the Authority as having secured documents for this Contract will be rejected.
