RFQ - Support, Administration, and Oversight of Remediation for New Jersey Sites



The Delaware River Port Authority (Authority) hereby invites interested professional consulting engineering firms to submit a Statement of Qualification for providing engineering support services for the Support, Administration, and Oversight of Remediation for New Jersey Sites.

The Scope of Services the Authority requires shall include technical support and environmental services for six (6) scattered, contaminated sites which were in the NJDEP’s Traditional Oversight program. Licensed Site Remediation Professional (LSRP) experience is mandatory.  Performing work and administrative actions as they may pertain to the recently promulgated NJDEP Regulations for Site Remediation (i.e., N.J.A.C. 7:26C, D, and E). 

The work to be completed is to ensure compliance with the current NJDEP Site Remediation Regulations. Provide design, construction administrations and oversight for any remedial activities required by the NJDEP which will result in Response Action Outcome (RAO) letters for the Authority.

The Authority’s Board of Commissioners adopted a resolution stating Consultants seeking contracted work must be prevented from influencing the vendor selection process.  In order to be considered, the Political Contribution Form and the Certification (link below) must be completed and submitted in a separately sealed envelope labeled with the firm’s name and “POLITICAL CONTRIBUTION FORM AND CERTIFICATION” along with your Statement of Qualifications.
Six (6) copies of the written Statement of Qualifications and U.S. Government Forms SF330 must be received by the Authority no later than 3:00 pm on Wednesday, July 10, 2013.  Faxed or e-mail Statement of Qualifications will not be accepted.  Late Statement of Qualifications will not be accepted.  The Statement of Qualifications should be addressed to Mr. Michael P. Venuto, P.E., P.L.S., Director of Engineering/Chief Engineer, Delaware River Port Authority, One Port Center, 2 Riverside Drive, P.O. Box 1949, Camden, New Jersey 08101.  The mailing envelope containing the Statement of Qualifications shall be labeled “Support, Administration, and Oversight of Remediation for New Jersey Sites”.  The Statement of Qualifications shall describe, in five (5) pages or less, the qualifications of the firm and the key personnel on the design team and shall briefly describe similar consultation projects successfully completed in the last five years by the firm and the key personnel.  The Statement of Qualifications will be used by the Authority to establish a short list of consultants to receive a Request for Proposal and to engage a consultant for this project.

This public advertisement constitutes the Delaware River Port Authority’s formal solicitation to determine the interest of qualified Professional Engineering firms in the aforementioned project.
