RFQ - Vehicle Permit Program

The Delaware River Port Authority (Authority) hereby invites interested professional consulting engineering firms with structural analysis experience on long-span bridges and software development to submit a Statement of Qualification for providing engineering design services for the Vehicle Permit Program.

The Scope of Services the Authority requires shall include the development of a new software program to evaluate vehicle loadings for the Betsy Ross, Benjamin Franklin, Walt Whitman, and Commodore Barry Bridges.  The work shall include a review of DRPA’s existing truck permit program, modification of the existing program ratings, development of a new vehicle permit program, inclusion of findings from recent biennial inspection reports, and facility drawings.  The permit program will perform an impact analysis of a specific vehicle, based on axle loadings and axle spacing, to the bridge structure.  The vehicle permit program will be developed to allow information to be entered by DRPA personnel or through the Authority website.  The program will have the ability to notify DRPA personnel whether the vehicle is approved or not approved to cross.  The permit program shall also include a database to allow the DRPA to obtain historical information of vehicles whose information has been entered into the program.

During the course of this work, the Consultant will be provided with certain information relating to the Authority’s activities and facilities which the DRPA regards as proprietary and/or confidential.  Consequently, the Consultant and staff utilized by the Consultant as part of this work will be required to possess Transportation Workers’ Identification Credential (“TWIC”) cards and sign the Delaware River Port Authority Confidentiality and Non-Disclosure Agreement prior to receiving the Request for Proposal. Consultants are encouraged to apply for a TWIC card as soon as possible if they intend to submit a Statement of Qualification for this project.  There is an approximate six-week timeframe within which to receive a TWIC card after application.  A copy of the DRPA Confidentiality and Non-Disclosure Agreement will be provided to the short-listed firms for execution along with a copy of the Delaware River Port Authority Handbook for Protecting Security Information in advance of receiving the Request for Proposal.

The Authority’s Board of Commissioners adopted a resolution stating Consultants seeking contracted work must be prevented from influencing the vendor selection process.  In order to be considered, the attached Political Contribution Form and the Certification must be completed and submitted in a separately sealed envelope labeled with the firm’s name and “POLITICAL CONTRIBUTION FORM AND CERTIFICATION” along with your Statement of Qualifications.

Six (6) copies of the written Statement of Qualifications and U.S. Government Forms SF330 must be received by the Authority no later than 4:00 pm on Thursday, July 11, 2013.  Faxed or e-mail Statement of Qualifications will not be accepted. Late Statement of Qualifications will not be accepted.  The Statement of Qualifications should be addressed to Mr. Michael P. Venuto, P.E., P.L.S., Director of Engineering/Chief Engineer, Delaware River Port Authority, One Port Center, 2 Riverside Drive, P.O. Box 1949, Camden, New Jersey 08101.  The mailing envelope containing the Statement of Qualifications shall be labeled “Vehicle Permit Program”.  The Statement of Qualifications shall describe, in five (5) pages or less, the qualifications of the firm and the key personnel on the design team and shall briefly describe similar consultation projects successfully completed in the last five years by the firm and the key personnel.  The Statement of Qualifications will be used by the Authority to establish a short list of consultants to receive a Request for Proposal and to engage a consultant for this project.

The Delaware River Port Authority is firmly committed to providing full and equal business opportunities to all persons regardless of race, color, religion, gender, national origin, age or non-job related disability.  In that regard, the Delaware River Port Authority will affirmatively assure that minority and female-owned business enterprises are afforded equal opportunities to submit bids and/or proposals for consideration for all purchases and contracts issued in connection with this project.  Prospective proposers should understand that the participation of certified MBEs and WBEs is a matter of great interest in the evaluation of all proposals.  To that end, the DRPA has established MBE and WBE goals for this project.  Proposers are not expected to name their MBE and WBE team members at the time they submit the Statement of Qualifications.  However, MBE and WBE team members must be named, and commitment levels must be noted at the time the proposal is submitted.

This public advertisement constitutes the Delaware River Port Authority’s formal solicitation to determine the interest of qualified Professional Engineering firms in the aforementioned project.
