Contract No. 21-E - Benjamin Franklin Bridge Patco Track Rehabilitation

Sealed Bids for Contract No. 21-E, Benjamin Franklin Bridge Patco Track Rehabilitation will be received during normal business hours at the office of the Director of Engineering/Chief Engineer, Delaware River Port Authority, One Port Center, Seventh Floor, 2 Riverside Drive, Camden, New Jersey 08101, until 2:30 p.m., local time, Thursday, June 20, 2013 and immediately taken to the Engineering Conference Room and publicly opened and read.

The work to be completed under this contract consists of complete replacement of the existing PATCO track both open deck bridge timbers and Direct Fixation fasteners and concrete plinth construction in the Anchorages and Philadelphia approach spans, new 136 RE CWR running rail to the bridge, installation of new track expansion joints, complete reconstruction of Camden Yard to a new two track storage facility, structural steel repairs and replacement of stringers and gusset plates, rivets and bolts supporting the track on the bridge includes miscellaneous concrete repairs to the Philadelphia approaches, cleaning and painting of existing structural steel in various locations, abatement of lead based paint on stringer and floorbeam top flanges, repairs and replacement of maintenance walkways, railings, and barriers, drainage repairs, 26kV power feeder cable replacement, 2.4kV signal cable replacement and 4.1kV lighting power cable replacement, conduit and raceway reconstruction and replacement, traction power work, removal and proper disposal of asbestos containing shims under the third rail support brackets, testing and proper disposal of potential residual PCB’s in existing transformer cases, communications and signaling.  All work is to be considered within an active railroad right-of-way, including the work in Camden Yard.

During the bidding process and during the course of this work, Contractors will be provided with certain information relating to the Authority’s activities and facilities which the DRPA regards as proprietary and/or confidential. In advance of receiving the Bid Documents, the Contractor and staff utilized by the Contractor as part of this work will be required to:

  1.  Submit a signed company Non-Disclosure and Confidentiality Agreement (attached) completed by an officer of the firm;
  2. Submit a signed Acknowledgment by Related Party Individual (Exhibit “B”) completed by each individual picking up or having access to documents for this contract;
  3. Possess proof of a valid Transportation Workers’ Identification Credential (hereinafter referred to as “TWIC”);

Please return the executed Non-Disclosure and Confidentiality Agreement to Michael P. Venuto, P.E., P.L.S., Director of Engineering/Chief Engineer.  Upon the Authority’s review and approval of the Contractor’s Non-Disclosure and Confidentiality Agreement, the Authority will contact the Contractor to arrange a date and time for the Contractor to pick up Bid Documents. 

NOTE:  Existing Plan Holders who have already submitted Non-Disclosure and Confidentiality Agreements do not need to resubmit those documents.

A complete description of the work and full information for Contract Bidders is given in the Contract Documents.  Copies of the Contract Documents may be obtained by prospective bidders at the office of the Authority, Division of Engineering, One Port Center, Seventh Floor, 2 Riverside Drive, Camden, New Jersey 08101, beginning July 9, 2012, weekdays from 8:30 a.m. through 12:00 p.m. and 1:00 p.m. through 4:00 p.m.  A payment of $200.00 by check or money order, made payable to the Delaware River Port Authority, will be required for each set of Contract Documents. Once purchased, no refunds will be issued, even to firms submitting bids. Contract Documents cannot be ordered nor delivered by mail.

This project will be funded with substantial assistance from the federal Department of Transportation (DOT), Federal Transit Administration (FTA).  As a condition of receiving this assistance, the Delaware River Port Authority has signed an assurance not to discriminate on the basis of race, color, national origin, or sex in the award and performance of any DOT-assisted contract or in the administration of its Disadvantaged Business Enterprise Program (DBE Program).   The Delaware River Port Authority has established a DBE Program that complies with the DOT’s Final Rule at 49 CFR Part 26. The Delaware River Port Authority further assures that it will take all necessary and reasonable steps to ensure discrimination does not take place in the award and administration of DOT-assisted contracts or subcontracts.  Firms responding to this advertisement are hereby advised that the use of DBE firms will be carefully reviewed and evaluated in the contract award process.

A second non mandatory Pre-Bid Meeting will be held starting at 10:00 a.m., local time on May 10, 2013 in the Multi-Purpose Room on the 11th floor of One Port Center, 2 Riverside Drive, Camden, NJ 08101.  All bidders shall be expected to completely and thoroughly examine all Contract Documents to become fully aware of the project scope and requirements prior to submitting a bid.

The Authority will consider only those bids received from parties who have obtained Contract Documents directly from the Authority.  Contract Documents are not transferable to other parties for bidding purposes.  Bids received from firms whose names are not recorded by the Authority as having secured documents for this Contract will be rejected.
