RFQ - Enterprise Response Planning (ERP) Assesment and Implementation

The Delaware River Port Authority (DRPA) hereby invites consultants and contractors with relevant experience to submit a Statement of Qualifications to assist with a complete implementation of an Enterprise Resource Planning system for the DRPA and its PATCO subsidiary, as required.  Firms wishing to submit a Statement of Qualifications must demonstrate experience in assisting similar agencies with the system and business process assessment, writing of the Request for Proposal, vendor selection, and implementation of the system.

The Scope of Services the Authority requires includes, but is not limited to: 

1. Review of all business processes of all operating units within the Authority; includes updating processes where applicable
2.  Update ERP infrastructure to support best practice business processes 3.  Perform transition from current multiple systems environment to future single-system environment
4.  Preparation of the Request for Proposal
5.  Assistance with vendor selection
6.  Project and Change Management support through all project phases, including but not limited
     to requirements analysis, RFP, vendor selection, system integration, training, and implementation
7.  Implementation support, which may include assistance with System Integrator

Eight (8) copies of the written Statement of Qualifications must be received by the Authority no later than 3:00 PM on Friday, October 5, 2012.  The Statement of Qualifications should be addressed to Mr. Howard Korsen, Manager, Contract Administration, Delaware River Port Authority, One Port Center, 2 Riverside Drive, P.O. Box 1949, Camden, New Jersey 08101. The mailing envelope containing the Statement of Qualifications shall be labeled "ENTERPRISE RESOURCE PLANNING (ERP) ASSESSMENT AND IMPLEMENTATION PROJECT.  Faxed or E-Mail Statements of Qualification will not be accepted.  Late Statements of Qualification will not be accepted.

The DRPA will not entertain requests that explain its decisions or “debrief” unsuccessful Responders. 
 
The Statement of Qualifications shall describe, in twelve (12) pages or less, the qualifications of the firm and the key personnel in the areas of business ERP Planning Assessment and Implementation Projects and shall briefly describe similar projects with like government agencies successfully completed in the last five years by the firm and the key personnel.  The Statement of Qualifications must describe the firm’s project methodology and any distinguishing characteristics that would set the firm apart from its competition. The DRPA prefers firms with offices and appropriate subject matter experts based in the Philadelphia area. The Statement of Qualifications will be used by the Authority to establish a list of firms who will receive a Request for Proposal and to engage a firm for this project.
