Contract No. G-24-2011 - Betsy Ross & Walt Whitman Bridges Cameras And Lighting

Sealed Bids for Contract No. G-24-2011, Betsy Ross & Walt Whitman Bridges Cameras and Lighting will be received during normal business hours at the office of the Director of Engineering/Chief Engineer, Delaware River Port Authority, One Port Center, Seventh Floor, 2 Riverside Drive, Camden, New Jersey 08101, until 2:30 p.m., local time, July 19, 2012 and immediately taken to the Engineering Conference Room and publicly opened and read.

The work to be completed under this contract consists of specific and incidental improvements associated with the installation of a security video camera and security lighting system on the Betsy Ross and Walt Whitman Bridges. The Work includes mobilization and cleanup and maintenance and protection of traffic, and other related work, including but not limited to, communications and electrical systems for the new security video camera and lighting systems, and associated site work.

During the bidding process and during the course of this work, Contractors will be provided with certain information relating to the Authority’s activities and facilities which the DRPA regards as proprietary and/or confidential.  Consequently, the Contractor, Sub-Contractors and staff utilized by the Contractor as part of this work will be required to obtain Transportation Workers’ Identification Credential (hereinafter referred to as “TWIC”) cards and sign a Non-Disclosure and Confidentiality Agreement.  A copy of the Non-Disclosure and Confidentiality Agreement is attached for execution by a senior member of the firm in advance of receiving the Bid Document.  Please return the executed Non-Disclosure and Confidentiality Agreement to Michael P. Venuto, P.E., P.L.S., Director of Engineering/Chief Engineer.  Upon the Authority’s review and approval of the Contractor’s Non-Disclosure and Confidentiality Agreement, the Authority will contact the Contractor to arrange a date and time for the Contractor to pick up Bid Documents.  Individuals are required to possess a TWIC card in order to pick up Bid Documents.

A complete description of the work and full information for Contract Bidders is given in the Contract Documents. Copies of the Contract Documents may be obtained by prospective bidders at the office of the Authority, Division of Engineering, One Port Center, Seventh Floor, 2 Riverside Drive, Camden, New Jersey 08101, beginning June 11, 2012. As stated above, the Authority will contact the Contractor to arrange a date and time for the Contractor to pick up Bid Documents.  A payment of $200.00 by check or money order, made payable to the Delaware River Port Authority, will be required for each set of Contract Documents. Once purchased, no refunds will be issued, even to firms submitting bids. Contract Documents cannot be ordered nor delivered by mail.

This contract is subject to a financial assistance contract between the Delaware River Port Authority and the Federal Emergency Management Agency (FEMA). The Contractor will be required to comply with all applicable Equal Opportunity and Affirmative Action Laws and Regulations. All bidders will be required to certify that they are not on the Comptroller General's list of ineligible contractors.
 

This project will be funded with substantial assistance from FEMA. As a condition of receiving this assistance, the Delaware River Port Authority will not discriminate on the basis of race, color, national origin, or sex in the award and performance of this contract or in the administration of its Disadvantaged Business Enterprise Program (DBE Program). The Delaware River Port Authority has established a DBE Program that complies with Federal Regulations. The Delaware River Port Authority further assures that it will take all necessary and reasonable steps to ensure discrimination does not take place in the award and administration of this contract or subcontracts. Firms responding to this advertisement are hereby advised that the use of DBE firms will be carefully reviewed and evaluated in the contract award process.

A non mandatory Pre-Bid Meeting will be held starting at 1:30 p.m., local time on June 19, 2012 in the Engineering Department, 7th Floor Conference Room of One Port Center, 2 Riverside Drive, Camden, NJ 08101.  All bidders shall be expected to completely and thoroughly examine all Contract Documents to become fully aware of the project scope and requirements prior to submitting a bid.

The Authority will consider only those bids received from parties who have obtained Contract Documents directly from the Authority.  Contract Documents are not transferable to other parties for bidding purposes.  Bids received from firms whose names are not recorded by the Authority as having secured documents for this Contract will be rejected.
