RFQ - Groundwater Remediation and Oversight

The Delaware River Port Authority (Authority) hereby invites interested professional consulting engineering firms to submit a Statement of Qualification for providing engineering support services for the Groundwater Remediation and Oversight.

The Scope of Services the Authority requires shall include technical support and environmental services for a site associated with a former waste oil underground storage vault which is currently in the NJDEP’s Traditional Oversight program. Licensed Site Remediation Professional (LSRP) Retention is mandatory.  Requirements include but are not limited to the installation of additional monitoring well(s), preparation of a Remedial Action Progress Report (RAPR), conducting sampling baseline, subsequent sampling events including lab results and reports. Additionally, environmental monitoring and investigations, geo-probing and pressure injections for chemical oxidation, building structure inspection and evaluation for migratory pathways as well as preparing and submitting a Response Outcome Action (ROA) letter to the NJDEP on behalf of the Authority are necessary.  All these remedial actions and associated sampling/monitoring activities needed are in accordance with the NJDEP Technical Requirements for Site Remediation (TRSR) and the Permit by Rule (PBR) which was issued by the NJDEP on October 3, 2011.
Six (6) copies of the written Statement of Qualifications and U.S. Government Forms SF330 must be received by the Authority no later than 3:00 pm on Thursday, June 14, 2012.  Faxed or e-mail Statement of Qualifications will not be accepted.  Late Statement of Qualifications will not be accepted.  The Statement of Qualifications should be addressed to Mr. Michael P. Venuto, P.E., P.L.S., Director of Engineering/Chief Engineer, Delaware River Port Authority, One Port Center, 2 Riverside Drive, P.O. Box 1949, Camden, New Jersey 08101.  The mailing envelope containing the Statement of Qualifications shall be labeled “Groundwater Remediation and Oversight”.  The Statement of Qualifications shall describe, in five (5) pages or less, the qualifications of the firm and the key personnel on the design team and shall briefly describe similar consultation projects successfully completed in the last five years by the firm and the key personnel.  The Statement of Qualifications will be used by the Authority to establish a short list of consultants to receive a Request for Proposal and to engage a consultant for this project.

This public advertisement constitutes the Delaware River Port Authority’s formal solicitation to determine the interest of qualified Professional Engineering firms in the aforementioned project.
