RFQ - Utility Auditing And Consulting Services

The Delaware River Port Authority (DRPA) hereby invites the submission of Statements of Qualification by consulting firms with experience and expertise in the conduct of Utility Auditing and Consulting Services.


The Delaware River Port Authority (DRPA) is a regional transportation agency serving Southeastern Pennsylvania and Southern New Jersey.  The DRPA owns and operates four major toll bridge crossings of the Delaware River, the Benjamin Franklin, Walt Whitman, Commodore Barry, and Betsy Ross bridges.  The Authority’s transit subsidiary, PATCO, operates a rapid transit line providing public transport service between Philadelphia and Southern New Jersey.  The DRPA owns the River Link Ferry System.

The DRPA is using this request for qualifications to identify the most qualified Consultant to provide utility auditing and consulting services including, but not limited to, review of the past three (3) years of the DRPA’s and PATCO’s electric, gas, sewer and water, and telecommunications bills to determine their accuracy based on the respective contracts; and recommended actions on each utility type.  This review shall be performed at no charge to the DRPA.  The DRPA will have the option of pursuing Contractor’s recommendations.  If recommendations are implemented and savings achieved, a percentage of savings, refunds, and/or credits will be paid to the contractor. No other fees will be paid.

In the response to this RFQ, Respondents shall provide detailed evidence that they have demonstrated expertise in all of the aforementioned utility areas. 


  • Proven history of working with Federal, State and Local governmental agencies/authorities 
  • Minimum of five (5) years of utility auditing and consulting services,  ten (10) years preferred  
  • Proven history of ability to provide utility auditing for any of the following services - electric, gas, sewer and water, and telecommunications. 

Respondents may submit statements of qualification for auditing and consulting services for any or all of the aforementioned services.   


Respondents’ Statement of Qualifications for this project shall not exceed ten (10) pages.  Submissions should, at a minimum, describe the following:

1. Complete overview of the firm including, but not limited to:

  • Name and address of firm
  • Telephone number, fax number, and e-mail address for project procurement related inquiries
  • Name of principal contact
  • Number of years of experience in utility auditing and consulting services
  • Resumes of Key Personnel


2.  For each of the governmental authorities for whom you have provided consulting services, please provide the following:

  • Name and address of firm
  • Telephone number, fax number, and e-mail address for project procurement related inquiries
  • Name of principal contact
  • Detailed description of the services provided


The submittal shall be limited to ten (10) pages, not including detailed resumes of Key Personnel.

Eight (8) copies of the written Statement of Qualifications must be received by the Authority no later than 3:00 p.m. local time on Monday, May 21, 2012.  The Statement of Qualifications should be addressed to Mr. Howard Korsen, Manager, Contract Administration, Delaware River Port Authority, One Port Center, 2 Riverside Drive, P.O. Box 1949, Camden, New Jersey 08101.. The mailing envelope containing the Statement of Qualifications shall be labeled “UTILITY AUDITING AND CONSULTING SERVICES”.  The Statement of Qualifications shall describe, in ten (10) pages or less, (not including detailed resumes of Key Personnel), the qualifications of the firm and the key personnel’s experience providing the aforementioned energy consulting services.     FAXED OR E-MAIL REQUESTS FOR QUALIFICATIONS WILL NOT BE ACCEPTED.  LATE REQUESTS FOR QUALIFICATIONS WILL NOT BE ACCEPTED.    The phone number to use for express delivery services is (856) 968-2083.  The Statement of Qualifications will be used by the Authority to establish a short list of consultants to receive a Request for Proposal and to engage a consultant for this project.
