RFQ - Construction Monitoring Services For Contract No. PATCO-50-2011 Phase I Repairs Of PATCO Ventilation Vaults

The Delaware River Port Authority (Authority) hereby invites interested professional consulting engineering firms to submit a Statement of Qualification for providing Construction Monitoring Services for Contract No. PATCO-50-2011, Phase I Repairs of PATCO Ventilation Vaults.  The scope of construction includes the repair and cleaning of ventilation vaults at PATCO stations in the city of Philadelphia and in the city of Camden.

The scope of construction monitoring services the Authority requires includes, but is not limited to: schedule and cost control, construction inspection, inspection reporting and document control, field engineering, review of contractor-proposed substitutions and changes, contract document interpretation and issue resolution, change order processing, progress payment processing, determination of substantial and final completion, preparation of as-built documents, assistance with contractor claims resolutions, and conducting project meetings.

Six (6) copies of the written Statement of Qualifications and U.S. Government Forms SF330 must be received by the Authority no later than 4:00 P.M. on March 16, 2012. Faxed or e-mailed Statement of Qualifications will not be accepted.  Late Statement of Qualifications will not be accepted.  The Statement of Qualifications should be addressed to Mr. Michael P. Venuto, P.E., P.L.S., Director of Engineering/Chief Engineer, Delaware River Port Authority, One Port Center, 2 Riverside Drive, P.O. Box 1949, Camden, New Jersey 08101. The mailing envelope containing the Statement of Qualifications shall be labeled “Construction Monitoring Services for Contract No. PATCO-50-2011, Phase I Repairs of PATCO Ventilation Vaults”.  The Statement of Qualifications shall describe, in five (5) pages or less, the qualifications of the firm and the key personnel on the inspection team and shall briefly describe similar consultation projects successfully completed in the last five years by the firm and the key personnel. The Statement of Qualifications will be used by the Authority to establish a short list of consultants to receive a Request for Proposal and to engage a consultant for this project.

To that end, the DRPA has established MBE and WBE goals for this project. Prospective proposers are not expected to name their MBE and WBE team members at the time they submit the Statement of Qualifications.  However, MBE and WBE team members must be named, and commitment levels must be noted at the time the technical proposal is requested.

This public advertisement constitutes the Delaware River Port Authority’s formal solicitation to determine the interest of qualified professional consulting firms in the stated project.
