RFQ - Engineering Services For The Standpipe System Rehabilitation At The Benjamin Franklin Bridge & Walt Whitman Bridge

The Delaware River Port Authority (DRPA) hereby invites professional consulting engineering firms to submit a Statement of Qualifications for providing Engineering Services for the Standpipe System Rehabilitation at the Benjamin Franklin Bridge & Walt Whitman Bridge Project.

The Scope of Services the Authority requires includes, but is not limited to providing the proper design services to develop a final design package which will include the preliminary design report, system condition survey, plans, specifications, estimates, and a construction schedule with which the Authority will solicit bids from construction contractors to accomplish the proposed work detailed in the Request for Proposals. This work will include but is not limited to all design services required to develop the most feasible and economical standpipe system rehabilitation alternatives and prepare complete contract documents. The firm shall exhibit professional staff knowledgeable in the areas of bridge standpipe systems on major structures, work platforms, miscellaneous roadway improvements, maintenance and protection of vehicular traffic, signage, survey, construction support and other applicable federal, state, and local requirements.  The consulting engineering firm will be expected to provide fully developed methodologies for accomplishing all the above mentioned work. 

During the course of this work, the Consultant will be provided with certain information relating to the Authority’s activities and facilities which the DRPA regards as proprietary and/or confidential.  Consequently, the Consultant and staff utilized by the Consultant as part of this work will be required to possess Transportation Workers’ Identification Credential (“TWIC”) cards and sign the Delaware River Port Authority Confidentiality and Non-Disclosure Agreement prior to receiving the Request for Proposal. Therefore, Consultants are encouraged to apply for a TWIC card as soon as possible if they intend to submit a Statement of Qualification for this project.  A copy of the DRPA Confidentiality and Non-Disclosure Agreement will be provided to the short-listed firms for execution along with a copy of the Delaware River Port Authority Handbook for Protecting Security Information in advance of receiving the Request for Proposal.

Six (6) copies of the written Statement of Qualifications and U.S. Government Forms SF330 must be received by the Authority no later than 4:00 p.m. on Thursday, December 1, 2011.  Faxed or e-mail Statement of Qualifications will not be accepted.  Late Statement of Qualifications will not be accepted.  The Statement of Qualifications should be addressed to Mr. Michael P. Venuto, P.E., P.L.S., Director of Engineering/Chief Engineer, Delaware River Port Authority, One Port Center, 2 Riverside Drive, P.O. Box 1949, Camden, New Jersey 08101.  The mailing envelope containing the Statement of Qualifications shall be labeled “Statement of Qualifications, Engineering Services for the Standpipe System Rehabilitation at the Benjamin Franklin Bridge and Walt Whitman Bridge Project”.  The Statement of Qualifications shall describe, in five (5) pages or less, the qualifications of the firm and the key personnel on the design team and shall briefly describe similar consultation projects successfully completed in the last seven years by the firm and the key personnel.  The Statement of Qualifications will be used by the Authority to establish a short list of consultants to receive a Request for Proposal and to engage a consultant for this project.

This public advertisement constitutes the Delaware River Port Authority’s formal solicitation to determine the interest of qualified Professional Engineering firms in the aforementioned project.
