Construction Monitoring Services For Contract No. 21-D Benjamin Franklin Bridge PATCO Track Rehabilitation

The Delaware River Port Authority (Authority) hereby invites interested professional consulting engineering firms to submit a Statement of Qualification for providing Construction Monitoring Services for the Contract No. 21-D, Benjamin Franklin Bridge, PATCO Track Rehabilitation.

The consulting firm selected will monitor construction activities involving  replacement of the track structure on the bridge, reconstruction of Camden Yard beneath the bridge, replacement of railroad systems and related structural rehabilitation necessary to maintain PATCO system across the Benjamin Franklin Bridge.  The track structure includes open deck construction on the approaches and suspension spans, and direct fixation construction on the Philadelphia approach, and Philadelphia and Camden Anchorages.  PATCO railroad systems include a contact-rail supplied DC Traction power system, a signaling and train control system and a communications system and associated power supply and transmission system.

During the course of this work, the Consultant will be provided with certain information relating to the Authority’s activities and facilities which the DRPA regards as proprietary and/or confidential.  Consequently, the Consultant and staff utilized by the Consultant as part of this work will be required to possess Transportation Workers’ Identification Credential (“TWIC”) cards and sign the Delaware River Port Authority Confidentiality and Non-Disclosure Agreement prior to receiving the Request for Proposal. Therefore, Consultants are encouraged to apply for a TWIC card as soon as possible if they intend to submit a Statement of Qualification for this project.  A copy of the DRPA Confidentiality and Non-Disclosure Agreement will be provided to the short-listed firms for execution along with a copy of the Delaware River Port Authority Handbook for Protecting Security Information in advance of receiving the Request for Proposal.

Six (6) copies of the written Statement of Qualifications and U.S. Government Forms SF330 must be received by the Authority no later than 4:00 p.m. on Thursday, November 3, 2011.  Faxed or e-mail Statement of Qualifications will not be accepted.  Late Statement of Qualifications will not be accepted.  The Statement of Qualifications should be addressed to Mr. Michael P. Venuto, P.E., P.L.S., Director of Engineering/Chief Engineer, Delaware River Port Authority, One Port Center, 2 Riverside Drive, P.O. Box 1949, Camden, New Jersey 08101.  The mailing envelope containing the Statement of Qualifications shall be labeled “Construction Monitoring Services for Contract No. 21-D, Benjamin Franklin Bridge, PATCO Track Rehabilitation”.  The Statement of Qualifications shall describe, in five (5) pages or less, the qualifications of the firm and the key personnel on the design team and shall briefly describe similar consultation projects successfully completed in the last five years by the firm and the key personnel.  The Statement of Qualifications will be used by the Authority to establish a short list of consultants to receive a Request for Proposal and to engage a consultant for this project.

This public advertisement constitutes the Delaware River Port Authority’s formal solicitation to determine the interest of qualified Professional Engineering firms in the aforementioned project.
