Contract No. 12-H - PATCO Accessibility Improvements 9TH/10TH & Locust Street Station And Ferry Avenue Station

Sealed Bids for CONTRACT NO. 12-H, PATCO Accessibility Improvements 9th/10th & Locust Street Station and Ferry Avenue Station will be received during normal business hours at the office of the Director of Engineering/Chief Engineer, Delaware River Port Authority, One Port Center, Seventh Floor, 2 Riverside Drive, Camden, New Jersey 08101, until 2 pm, local time, on April 29, 2011, and immediately taken to the Engineering Conference Room and publicly opened and read.

The work to be completed under this contract consists of the installation of one (1) new hydraulic elevator at Ferry Avenue station in Camden, NJ and two (2) new hydraulic elevators at PATCO 9th/10th and Locust Street station.  Elevator at Ferry Avenue Station will afford accessible travel to and from concourse level and platform level. The first elevator at 9th/10th & Locust Street Station will afford accessible travel to and from street level to concourse level and second elevator at 9th/10th & Locust Street Station will afford accessible travel from concourse level to platform level.  The scope of the work includes selective demolition, site improvements, utilities relocation, modification to existing platforms to facilitate construction of elevator shafts, alterations to existing stairways, and associated mechanical, electrical, plumbing and fire protection work.

A complete description of the work and full information for Contract Bidders is given in the Contract Documents.  Copies of the Contract Documents may be obtained by prospective bidders at the office of the Authority, Division of Engineering, One Port Center, Seventh Floor, 2 Riverside Drive, Camden, New Jersey 08101, beginning April 1, 2011 weekdays from 8:30 a.m. through 12:00 p.m. and 1:00 p.m. through 4:00 p.m.  A payment of $200.00 by check or money order, made payable to the Delaware River Port Authority, will be required for each set of Contract Documents. Once purchased, no refunds will be issued, even to firms submitting bids.  Contract Documents cannot be ordered nor delivered by mail.

This contract is subject to a financial assistance contract between the Delaware River Port Authority and the U.S. Department of Transportation. The Contractor will be required to comply with all applicable Equal Opportunity and Affirmative Action Laws and Regulations. All bidders will be required to certify that they are not on the Comptroller General's list of ineligible contractors.

This project will be funded with substantial assistance from Federal Transit Administration (FTA). As a condition of receiving this assistance, the Delaware River Port Authority has signed an assurance not to discriminate on the basis of race, color, national origin, or sex in the award and performance of any DOT-assisted contract or in the administration of its Disadvantaged Business Enterprise Program (DBE Program). The Delaware River Port Authority has established a DBE Program that complies with the DOT's Final Rule at 40 CFR Part 26. The Delaware River Port Authority further assures that it will take all necessary and reasonable steps to ensure discrimination does not take place in the award and administration of DOT-assisted contracts or subcontracts. Firms responding to this advertisement are hereby advised that the use of DBE firms will be carefully reviewed and evaluated in the contract award process.

A non mandatory Pre-Bid Meeting will be held starting at 10:00 am, local time on April 11, 2011 in the Seventh Floor West Conference Room of One Port Center, 2 Riverside Drive, Camden, NJ 08101.  All bidders shall be expected to completely and thoroughly examine all Contract Documents to become fully aware of the project scope and requirements prior to submitting a bid.

The Authority will consider only those bids received from parties who have obtained Contract Documents directly from the Authority.  Contract Documents are not transferable to other parties for bidding purposes.  Bids received from firms whose names are not recorded by the Authority as having secured documents for this Contract will be rejected.
