RFQ - Government Relations Staff Washington for the Delaware River Port Authority and Port Authority Transit Corporation

The Delaware River Port Authority (DRPA) hereby invites professional public policy consulting firms to submit a Statement of Qualifications for carrying out legislative strategies in Washington, DC for the Delaware River Port Authority in connection with the policy positions and goals of the Authority.  The work to be completed under this Contract consists implementing legislative strategies and obtaining information on actions being contemplated by other public entities and/or private interests whose actions could have an impact on DRPA, preparing legislative testimony, position papers and legislation consistent with DRPA legislative program and platform. Evaluate approaches permitting various financing structures and propose financing methods, with emphasis on innovation and responsiveness to be considered for accomplishing the Authority's objectives, identification and documenting planning, programming and funding issues and key legislative advocates associated with the DRPA strategic plan.


Six (6) copies of the written Statements (four (4) pages maximum) of Qualifications must be received by the Authority no later than 2:00 P.M. on July 28, 2010.  The Statements of Qualifications should be addressed to Mr. Howard Korsen, Manager, Contract Administration, Delaware River Port Authority, One Port Center, 2 Riverside Drive, P.O. Box 1949, Camden, New Jersey, 08101-1949.  The Authority will not accept responses transmitted electronically or via fax.   Late submissions will not be accepted and will be returned unopened.  (The phone number for express deliveries is 856-968-2083).  The Statement shall describe the firm's qualifications in the areas of Public Policy, Washington Legislative process and Executive Branch funding programs i.e. USDOT – FTA and FHWA. The Statement shall also briefly describe similar type projects successfully completed by the firm.  Provide the name and address of the firm; the name, telephone number, fax number, and e-mail address of (i) the principal professional to be assigned to the Authority and (ii) the individual(s) responsible for the preparation of the response to this RFQ. The mailing envelope containing the Statement of Qualifications shall be labeled “Delaware River Port Authority Asset Management.”  The Statement of Qualifications will be used by the Authority to establish a short list of consultants to receive a Request for Proposal. No oral, written or other form of amendment will be accepted by the Authority after this time, unless requested by the Authority.  The Authority reserves the right to reject any or all submissions, to waive any requirements of the RFQ and to modify or amend, with the consent of the respondent, submissions.  All submissions become the property of the Authority.  Nothing in the submission shall be considered proprietary or confidential.  There will be no debriefings of unsuccessful offerors.

The Authority reserves the right to interview any or all of the Respondents submitting a Qualification Statement. Although interviews may take place, the Qualification Statement should be comprehensive and complete on its face. The Authority reserves the right to request clarifying information subsequent to the submission of the Qualification Statement.

For firms that satisfy “Minimum Submission Qualifications” and “Required Components of the Response to the RFQ,” the Authority’s evaluation will be based upon the response that is the most advantageous to the Authority. The evaluation will consider the criteria of experience and reputation in the field, expertise, including licensing and registration, knowledge of the Authority and the subject matter to be addressed under the contract, past performance on other work for the Authority, availability to accommodate any required meetings of the Authority, availability of personnel and other resources to do the work on the schedule set forth by the Authority, designated professional and support staff and location of offices, strength of assurances of performance provided, if required, financial stability and strength of the submitting firm, on-going regulatory compliance and proceedings, civil and  criminal investigations or litigation, references in general, insurance provided, and other factors as demonstrated to be in the best interest of the Authority.  The review will include a  focus on the experience and expertise of the firm in providing similar services in the Washington, DC to other authorities or to other bi-state agencies, as it relates to the Authority’s needs.  This step of the overall evaluation may include verification of credentials and stated experience.

This public advertisement constitutes the Authority formal solicitation to determine the interest of qualified professional consulting firms in the aforementioned project.
