RFQ - Design Services for Benjamin Franklin Bridge Masonry Rehabilitation

The Delaware River Port Authority (Authority) hereby invites interested qualified professional consulting architectural/engineering firms to submit a Statement of Qualifications for the Design Services for the Masonry Rehabilitation at the Benjamin Franklin Bridge.

The Scope of Services the Authority requires shall include but not be limited to all design activities required to repair, restore, and preserve the granite masonry and exterior ornamental features on the bridge.  Services to be performed under this contract include inspecting and assessing the existing conditions of granite facades on the anchorages and other substructure elements of the bridge, as well as, other deteriorated architectural ornamentation; evaluating masonry repair, restoration, and rehabilitation alternatives; developing the most feasible and economical rehabilitation alternatives; and preparing complete contract documents with which the Authority may solicit construction bids.  The firm selected for this project shall have extensive knowledge of preservation, restoration, and rehabilitation of landmark masonry structures and exhibit professional staff knowledgeable in the principles and practice of architectural conservation and the current cleaning and repair technologies and techniques for stone masonry.  The firm shall also demonstrate experience with various facets of bridge rehabilitation including: temporary structures, experience with maintenance and protection of traffic plus experience working around densely populated urban areas and commuter traffic.  The consulting firm will be expected to provide fully developed methodologies for accomplishing all of the above mentioned work.
Six (6) copies of the written Statement of Qualifications and U.S. Government Forms SF330 must be received by the Authority no later than 4:00 pm on Thursday, July 22, 2010. The Statement of Qualifications should be addressed to Mr. Michael P. Venuto, P.E., P.L.S., Acting Director of Engineering/Chief Engineer, Delaware River Port Authority, One Port Center, 2 Riverside Drive, P.O. Box 1949, Camden, New Jersey 08101. The mailing envelope containing the Statement of Qualifications shall be labeled “Benjamin Franklin Bridge Masonry Rehabilitation”. Faxed or e-mailed statements of qualifications will not be accepted.  Late statements of qualifications will not be accepted.  The Statement of Qualifications shall describe, in five (5) pages or less, the qualifications of the firm and the key personnel on the design team.  The qualifications must include three design projects successfully performed in the last five years by the firm and the key personnel. The Statement of Qualifications will be used by the Authority to establish a short list of consultants to receive a Request for Proposal and to engage a consultant for this project.
