RFQ - Renewable Energy Consultant

Ten (10) copies of the written Statement of Qualifications must be received by the Authority no later than 4:00 p.m. local time on Thursday, June 24, 2010. 

The Delaware River Port Authority (”DRPA”) hereby invites interested professional consulting firms to submit a Statement of Qualifications for providing renewable energy consulting services. 


The Delaware River Port Authority is a regional transportation agency serving the people of Southeastern Pennsylvania and Southern New Jersey.  The DRPA owns and operates four major toll bridge crossings of the Delaware River, including the Benjamin Franklin, Walt Whitman, Commodore Barry, and Betsy Ross bridges.  The Authority’s transit subsidiary, PATCO, operates a rapid transit line providing public transport service between Philadelphia and Southern New Jersey.  The DRPA operates the Philadelphia Cruise Terminal at Pier 1 and owns the River Link Ferry System.

Utilities represent a significant cost for the DRPA; the electricity and natural gas needed to power and fuel the DRPA’s infrastructure cost millions of dollars annually.  In an effort to operate in a more sustainable manner and to better understand our energy usage and needs, in 2009 the DRPA undertook the Green Ports Initiative through which our consultant conducted a high-level assessment of all of our administrative, operations, and maintenance facilities owned and operated by the DRPA.  This Initiative is still underway.  The draft final report identifies a number of potential opportunities for renewable energy projects that the DRPA should consider implementing, however, further investigation and analysis is needed.

The DRPA is using this request for qualifications to identify the most qualified energy consultants who will then receive a Request for Proposal (RFP) that will result in an award to a Consultant who will guide the DRPA in its development of a renewable energy strategy.  The selected consultant will identify specific opportunities and develop detailed plans for implementing renewable energy and any related energy conservation measures that will save the DRPA money, reduce the DRPA’s energy usage, and mitigate the DRPA’s impact on the environment.  It is expected that the selected consultant will utilize all available data, information and reports generated from the Green Ports Initiative to the extent possible.


At a minimum, respondents must have the following qualifications:

Minimum Project Experience

Participation in 1 MW of installed projects

Experience with Public Agency

At least one (1) project involving a public agency

Financial experience

Experience with public-private agreements.  Also experience overseeing competitive procurement processes for project implementation services

Years in Business

Minimum of five (5) years


A. Firm Qualifications and Experience

Responding firms must provide descriptions of past work to include at a minimum: a) at least three (3) renewable energy projects with an aggregate sum of 1 MW (1,000 kW) installed within the past five (5) years; and b) at least one (1) project involving a public entity.  

DRPA is interested in all forms of renewable energy. DRPA’s is searching for the most cost effective, sustainable, and climate friendly forms of Renewable Energy.  Responding firms who demonstrate experience with solar photovoltaic (PV) installations will receive preference over firms with experience solely in other forms of renewable energy.

B. Submittals must include the following in the order listed:

  • Cover letter (1 page)
  • Narrative with headings for: 
    1. Firm History/Structure
    2. Pending or Current Litigation related to firm’s performance of energy consulting services


  • Firm Experience /Qualifications
  • Organizational Structure and Key Personnel
    1.  Organization Chart
  • Key Personnel Roster, including Individual Qualifications and License Information

The submittal shall be limited to eight (8) pages, not including detailed resumes of Key Personnel.

Ten (10) copies of the written Statement of Qualifications must be received by the Authority no later than 4:00 p.m. local time on Thursday, June 24, 2010.  The Statement of Qualifications should be addressed to Mr. Howard Korsen, Manager, Contract Administration, Delaware River Port Authority, One Port Center, 2 Riverside Drive, P.O. Box 1949, Camden, New Jersey 08101. The mailing envelope containing the Statement of Qualifications shall be labeled "Renewable Energy Consultant - RFQ". The Statement of Qualifications shall describe, in eight (8) pages or less (not including detailed resumes of Key Personnel), the qualifications of the firm and the key personnel’s experience providing the aforementioned environmental consulting services.  FAXED OR E-MAIL REQUESTS FOR QUALIFICATIONS WILL NOT BE ACCEPTED.  LATE REQUESTS FOR QUALIFICATIONS WILL NOT BE ACCEPTED.  The phone number to use for express delivery services is (856) 968-2083.  The Statement of Qualifications will be used by the Authority to establish a short list of consultants to receive a Request for Proposal and to engage a consultant for this project.
