RFP - Drug And Alcohol Testing And Training

Proposals Must Be Received No Later Than 2:00PM on April 15, 2010

The Port Authority Transit Corporation (PATCO), a wholly owned subsidiary of the Delaware River Port Authority (DRPA), is seeking vendors to provide Drug and Alcohol Testing Services (as outlined in Federal Transit Administration Regulations) for Pre-Employment, Random, Post-Accident, Reasonable Suspicion, and Last Chance Agreement Follow-up Testing, in addition to providing evaluations of legally prescribed and non-prescription medications.

The Delaware River Port Authority is seeking vendors that are experienced in the use of an on site Mobile Occupational Health and Laboratory Facility that will ensure that all employees meet the medical requirements set forth by OSHA, DOT/CDL, FHWA and DOT/FTA and DRPA and for  policies, regulations, requirements and guidelines. The successful vendor will also provide on site random Drug /Alcohol, Post accident, Pre employment, Reasonable cause, follow up testing under the DOT/CDL Program for our employees.

Further information regarding the project background, proposed Scope of Work, technical and cost proposal requirements and project schedule can be found in the Authority's detailed Request for Proposals which is available on the website link listed below.  All proposals must be received no later than 2:00PM on April 15, 2010 regardless of delivery in person or by mail.  Questions on this request for proposal may be directed to Jan S. Odjemski, Contract Administrator at (856) 968-2084.  All bidders are required to attend a mandatory pre-proposal meeting.  Failure to attend the pre-proposal meeting will result in the bidder being deemed non-responsive and his/her proposal summarily rejected.  The mandatory  pre-proposal meeting/site visit will take place on Monday, March 22, 2010, 10:00AM at DRPA headquarters, in the 7th floor south conference room.
