The Delaware River Port Authority (Authority) hereby invites interested professional consulting engineering firms to attend a mandatory pre-proposal meeting regarding construction-monitoring services for the PATCO Power Cable and Pole Line Replacement.

The Scope of Services the Authority requires shall include all services including but not limited to inspection of all work, construction materials and work procedures to be used at the site to ensure compliance with the contract documents and other services as may be required to furnish complete construction-monitoring services of the highest quality (i.e. review of project schedules, payments, and construction-staging plans; RFI response; approval of factory and field test procedures; change order processing; determination of substantial and final completion; preparation of as-built documents; assistance with contractor claims resolutions; conducting progress meeting and taking and preparing meeting minutes). The firm shall exhibit professional staff knowledgeable in providing construction-monitoring services; with particular expertise in pole-line, traction-power and signaling projects for rapid transit; and other applicable federal, state, and local requirements.

Interested consultants must attend the mandatory pre-proposal meeting scheduled for 10:30 AM EDT on October 26, 2009, during which the Request for Proposal (RFP) will be provided. The meeting will take place at Delaware River Port Authority headquarters at One Port Center, 2 Riverside Drive, Camden, New Jersey 08101.  Only firms with sufficient experience in overseeing large, complex power and signaling construction projects in operating rail-transit environments should attend.  The Authority will accept proposals only from those firms receiving the RFP at the mandatory pre-proposal meeting.

The RFP will describe in detail the scope of work, associated terms and conditions, the necessary qualifications to be evaluated in selecting the successful firm, and instructions on preparing and submitting proposals.

The Delaware River Port Authority is firmly committed to providing full and equal business opportunities to all persons regardless of race, color, religion, gender, national origin, age or non-job related disability.  In that regard, the Delaware River Port Authority will affirmatively assure that minority and female-owned business enterprises are afforded equal opportunities to submit bids and/or proposals for consideration for all purchases and contracts issued in connection with this project.  Prospective proposers should understand that the participation of certified MBEs and WBEs is a matter of great interest in the evaluation of all proposals. To that end, the DRPA has established MBE and WBE goals for this project.  MBE and WBE team members must be named, and commitment levels must be noted at the time the technical proposal is requested. This public advertisement constitutes the Delaware River Port Authority’s formal solicitation to determine the interest of qualified professional consulting firms in the stated project.
