Contract No. 7-E - PATCO Substation Painting & Repairs At Front & Birch Streets

Due No Later Than 11:00 a.m., local time, November 3, 2009

Sealed Proposals for Contract No. 7-E, PATCO Substation Painting & Repairs at Front & Birch Streets will be received during normal business hours at the office of the Director of Engineering/Chief Engineer, Delaware River Port Authority, One Port Center, Seventh Floor, 2 Riverside Drive, Camden, New Jersey 08101, until 11:00 a.m., local time, November 3, 2009 and immediately taken to the Engineering Conference Room and publicly opened and read.

The work to be completed under this contract consists of all work required to remove all loose paint and prep all interior concrete and plaster surfaces, as well as door & doors frames, railings, ladders and window frames to be repainted at the PATCO Front Street Substation in Philadelphia, Pennsylvania and the Birch Street Substation in Camden, New Jersey. Wet scraping will be required for the removal of all existing paint. Existing paint in both facilities contains lead. The work also includes replacing the existing roofs at both facilities including but not limited to, flashing, vapor barrier pitch pockets, and roof accessories. The existing roof on the Front Street Substation contains asbestos. Asbestos abatement will be included in this work.  The work also includes injection grouting and sealing of all cracks in exterior façades of the buildings and repairing concrete spalls in both buildings.

A complete description of the work and full information for Contract Bidders is given in the Contract Documents.  Copies of the Contract Documents may be obtained by prospective bidders at the office of the Authority, Division of Engineering, One Port Center, Seventh Floor, 2 Riverside Drive, Camden, New Jersey 08101, beginning October 9, 2009, weekdays from 8:30 a.m. through 12:00 p.m. and 1:00 p.m. through 4:00 p.m.  A deposit of $ 100.00 by check or money order, made payable to the Delaware River Port Authority, will be required for each set of Contract Documents.  Deposits will be refunded to anyone submitting a bid.  Deposits will not, under any circumstances, be refunded to individuals or companies not submitting bids to the Delaware River Port Authority.  Contract Documents cannot be ordered nor delivered by mail.

This project will be funded with substantial assistance from the federal Department of Transportation (DOT), Federal Transit Administration (FTA).  As a condition of receiving this assistance, the Delaware River Port Authority has signed an assurance not to discriminate on the basis of race, color, national origin, or sex in the award and performance of any DOT-assisted contract or in the administration of its Disadvantaged Business Enterprise Program (DBE Program).   The Delaware River Port Authority has established a DBE Program that complies with the DOT’s Final Rule at 49 CFR Part 26. The Delaware River Port Authority further assures that it will take all necessary and reasonable steps to ensure discrimination does not take place in the award and administration of DOT-assisted contracts or subcontracts.  Firms responding to this advertisement are hereby advised that the use of DBE firms will be carefully reviewed and evaluated in the contract award process.

A non-mandatory Pre-Bid Meeting will be held starting at 10:00 a.m., local time on October 19, 2009 in the Engineering West Conference Room located in the 7th Floor of One Port Center, 2 Riverside Drive, Camden, New Jersey. A site visit will follow the Pre-Bid Meeting. This site visit will be the only time that DRPA and PATCO will make the facilities available. All bidders shall be expected to completely and thoroughly examine all Contract Documents to become fully aware of the project scope and requirements prior to submitting a bid.

The Authority will consider only those bids received from parties who have obtained Contract Documents from the Authority.  Contract Documents are not transferable to other parties for bidding purposes.  Bids received from firms whose names are not recorded by the Authority as having secured documents for this Contract will be rejected.
