RFQ - Electrical Safety Plan Evaluation DRPA Bridge Facilities

Due no later than 4:00 p.m. on September 30, 2009. 

The Delaware River Port Authority (DRPA) hereby invites professional Electrical Safety Consultant firms to submit a Statement of Qualifications for conducting an evaluation of the existing DRPA Electrical Safety Plan and practices and provide recommended changes and/or improvements.  After qualification statements from those firms responding to this RFQ have been reviewed and evaluated, the DRPA intends to identify those firms most highly qualified to perform the required services.  Accordingly, the “short listed” firms will receive a subsequent Request for Proposal (RFP).

The Authority wishes to engage the services of a professional Electrical Safety Consultant firm with experience in evaluating, analyzing and developing all aspects of an Electrical Safety Plan for the four (4) DRPA Bridges: Betsy Ross Bridge, Benjamin Franklin Bridge, Walt Whitman Bridge and Commodore Barry Bridge.  The DRPA bridge facilities have varied medium and low voltage electrical infrastructure including switchgear substations, generators, transformers, etc. and retain in-house Electrical Departments.  The DRPA seeks a consultant to evaluate its existing Electrical Safety Plan and practices and to identify and address areas of concern or possible deficiency so that its Electrical Safety Plan is appropriate, comprehensive and complete.  Areas of concern include, but are not limited to: conducting arc flash analysis at all DRPA bridge facilities (includes site assessments, system modeling, if necessary, hazard risk analysis, best practices recommendations, arc flash warning and equipment labeling recommendations); developing auditing and recordkeeping procedures; identifying personal protection equipment (PPE) requirements for various electrical exposure conditions; and identifying electrical safety training requirements.  The evaluation, assessments and recommendations are to be in compliance with 2009 NFPA 70E.  

Eight (8) copies of the written Statement of Qualifications must be received by the DRPA no later than 4:00 p.m. on September 30, 2009.  Submissions must be addressed to Ms. Marianne Staszewski, Director Risk Management, Delaware River Port Authority, One Port Center, 2 Riverside Drive, P.O. Box 1949, Camden, NJ 08101-1949.  The Statement of Qualifications shall describe in five (5) pages or less, the qualifications of the firm, key personnel and similar type consultant service engagements successfully completed in the last five years by the firm and the key personnel.  The mailing envelope containing the Statement of Qualification shall be labeled “Statement of Qualifications, Electrical Safety Plan Evaluation- DRPA Bridge Facilities.”  The Statement of Qualifications will be used by the DRPA to establish a shortlist of Consultants to receive a Request for Proposal and to engage a Consultant for this project.
