Contract No. 10-1 - PATCO Front Street Substation Track #2 DC Feeder Replacement

Sealed Bids for Contract No. 10-I, PATCO Front Street Substation Track #2 DC Feeder Replacement will be received during normal business hours at the office of the Director of Engineering/Chief Engineer, Delaware River Port Authority, One Port Center, Seventh Floor, 2 Riverside Drive, Camden, New Jersey 08101, until 10:30 AM, local time, September 1, 2009 and immediately taken to the Engineering Conference Room and publicly opened and read.

The work to be completed under this contract consists of the replacement of the Front Street Substation DC-feeder and negative-return cables. Cable/conduit run shall begin at the Front St substation, street-level cable vault and extend up to final connections to Track No.2, on the north side of the Benjamin Franklin Bridge (Philadelphia Anchorage), Philadelphia, Pennsylvania. The location of the work is primarily situated at the Bent 1 Tower, at the Front Street substation. The work consists of installing new conduit and 2kV cable, providing a path for four (4) DC power feeders, and two (2) negative-return feeders. Three (3) new 1kV, 4000A manual sectionalizing switches will be installed inside an existing switch vault on the ground level. The switch vault will receive a new steel roof, support steel bracing for mounting of the switches, and a new metal-chain roll-up door to secure the switch vault.

Copies of the Contract Documents may be obtained by prospective bidders at the office of the Authority, Division of Engineering, One Port Center, Seventh Floor, 2 Riverside Drive, Camden, New Jersey 08101, beginning August 6, 2009, weekdays from 8:30 a.m. through 12:00 p.m. and 1:00 p.m. through 4:00 p.m. A deposit of one hundred dollars ($100.00) by check or money order, made payable to the Delaware River Port Authority, will be required for each set of Contract Documents. Deposits will be refunded to anyone submitting a bid. Deposits will not, under any circumstances, be refunded to individuals or companies not submitting bids to the Delaware River Port Authority. Contract Documents cannot be ordered nor delivered by mail.

This contract is subject to a financial assistance contract between the Delaware River Port Authority and the U.S. Department of Transportation. The Contractor will be required to comply with all applicable Equal Opportunity and Affirmative Action Laws and Regulations. All bidders will be required to certify that they are not on the Comptroller General's list of ineligible contractors.

This project will be funded with substantial assistance from the federal Department of Transportation (DOT), Federal Transit Administration (FTA). As a condition of receiving this assistance, the Delaware River Port Authority has signed an assurance not to discriminate on the basis of race, color, national origin, or sex in the award and performance of any DOT-assisted contract or in the administration of its Disadvantaged Business Enterprise Program (DBE Program). The Delaware River Port Authority has established a DBE Program that complies with the DOT's Final Rule at 40 CFR Part 26. The Delaware River Port Authority further assures that it will take all necessary and reasonable steps to ensure discrimination does not take place in the award and administration of DOT-assisted contracts or subcontracts. Firms responding to this advertisement are hereby advised that the use of DBE firms will be carefully reviewed and evaluated in the contract award process.

A non-mandatory Pre-Bid Meeting will be held starting at 10:00 AM, local time on August 13, 2009 in the Engineering Conference Room on the 7th floor of One Port Center, 2 Riverside Drive, Camden, NJ 08101. All bidders shall be expected to completely and thoroughly examine all Contract Documents to become fully aware of the project scope and requirements prior to submitting a bid.

The Authority will consider only those bids received from parties who have obtained Contract Documents directly from the Authority. Contract Documents are not transferable to other parties for bidding purposes. Bids received from firms whose names are not recorded by the Authority as having secured documents for this Contract will be rejected.
