RFQ - Construction Monitoring For The Benjamin Franklin Bridge Deck Truss Rehabilitation

The Delaware River Port Authority (Authority) hereby invites interested professional consulting engineering firms to submit a Statement of Qualifications for Construction Monitoring Services for a Rehabilitation Contract at the Benjamin Franklin Bridge.  The firm shall exhibit professional staff knowledgeable in the areas of bridge rehabilitation on both superstructure and substructure, steel repairs, coating applications, bearing rehabilitation/replacement, structural survey and other applicable federal, state, and local requirements. 

The Scope of Services the Authority requires shall include all construction monitor services including but not limited to, inspection of all work to ensure that it is done in compliance with the Contract Plans and Specifications, inspecting all construction materials to be used at the site to ensure compliance with the contract Plans and Specifications, obtaining certifications of all manufactured materials, review and approve  all working/shop drawings and the review the  preparation of “as-builts” by the contractor and all such other services as may be required to furnish a complete engineering service of high quality. The scope includes the review of project schedules, payments, staging and recommend alternates solutions whenever conflicts appear. The Engineering firm selected for this project shall also have extensive knowledge of various facets of bridge rehabilitation including: temporary structures, experience with maintenance and protection of traffic plus experience working around densely populated urban areas, transit and commuter traffic.

Six (6) copies of the written Statement of Qualifications and U.S. Government Forms SF330 must be received by the Authority no later than 4 p.m. on August 14, 2009. The Statement of Qualifications should be addressed to Mr. William C. Brooks, P.E., Director of Engineering/Chief Engineer, Delaware River Port Authority, One Port Center, 2 Riverside Drive, P.O. Box 1949, Camden, New Jersey 08101. The mailing envelope containing the Statement of Qualifications shall be labeled “Statement of Qualifications, Construction Monitoring Services for the Benjamin Franklin Bridge Deck Truss Rehabilitation”.  The Statement of Qualifications shall describe, in five (5) pages or less, the qualifications of the firm and the key personnel on the design team and shall briefly describe similar consultation projects successfully completed in the last five years by the firm and the key personnel. The Statement of Qualifications will be used by the Authority to establish a short list of consultants to receive a Request for Proposal and to engage a consultant for this project.

Prospective proposers are not expected to name their MBE and WBE team members at the time they submit the Statement of Qualifications. However, MBE and WBE team members must be named, and commitment levels must be noted at the time the technical proposal is requested. This public advertisement constitutes the Delaware River Port Authority’s formal solicitation to determine the interest of qualified professional consulting firms in the stated project.
