Contract No. 18-C - PATCO Transit Car Overhaul Program

Technical and Price proposals for Contract No. 18-C, PATCO Transit Car Overhaul Program, will be received during normal business hours, at the office of the Director of Engineering/Chief Engineer in the headquarters building of the Delaware River Port Authority, One Port Center, 2 Riverside Drive, 7th Floor, Camden, New Jersey, until 3:00 p.m., local time, Friday, August 7, 2009.

The PATCO High Speed Line is 14.2 miles long and operates between Philadelphia, Pennsylvania and Lindenwold, New Jersey.  The Fleet of 120 cars for this program consists of both married and single cars manufactured by The Budd Company and Canadian Vickers.  For more background information on PATCO, visit the DRPA website at www.drpa.org or www.ridepatco.org.

The work to be completed under Contract No. 18-C, PATCO Transit Car Overhaul Program, consists of rehabilitating the transit vehicle fleet and will include but not be limited to:  the design, development, manufacture of systems, subsystems and components for the overhaul of the PATCO High Speed Line transit system vehicles.  The goal of the overhaul program is to:

  1. Extend the service life of the vehicles for additional 25 years.
  2. Upgrade PATCO’s transit vehicles to incorporate state of the art transit vehicle capabilities and equipment;
  3. Incorporate the specified technical requirements,
  4. and result in fully functional and complete and operational transit vehicles which meet the Contract Requirements.

The Contractor will be required to furnish all design, engineering, development, programming, integration, manufacturing, overhaul services, materials, tools, equipment, mock-ups, labor, plant, supervision and any other services and work required to effectuate the PATCO Transit Car Overhaul Improvements.  This work includes:  removing, shipping, dismantling, cleaning, inspecting, repairing, overhauling, replacing, reassembling, manufacturing, reinstalling and testing the various components, systems and subsystems; shipment and delivery of the vehicles; furnishing publications, special test equipment, training, testing of finished vehicles on the PATCO system, required warranties, maintenance and reliability modifications, all as indicated.  The term of the project is approximately 5 years.  The procurement will follow a two stage Best Value Competitive Negotiation process consistent with the Federal Acquisition Regulations 49 CFR Part 18 and FTA Circular 4220.1E third party Contracting requirements and Authority enabling legislation.

The Contract is subject to a financial assistance contract between the Delaware River Port Authority and the U.S. Department of Transportation.  The Contractor will be required to comply with all applicable Equal Employment Opportunity and Affirmative Action Laws and Regulations.  All proposers will be required to certify that they are not on the Comptroller General’s list of ineligible contractors.

This project will be funded with substantial assistance from the federal Department of Transportation (DOT), Federal Transit Administration (FTA).  As a condition of receiving this assistance, the Delaware River Port Authority has signed an assurance not to discriminate on the basis of race, color, national origin, or sex in the award and performance of any DOT-assisted contract or in the administration of its Disadvantaged Business Enterprise Program (DBE Program).  This project will follow the FTA Transit Vehicle Manufacturers (TVM) program under 49 CFR 26.49 and therefore requires TVM’s to certify compliance with this section as a condition of being authorized to bid or propose on this project.

A complete description of the work and full information for Contract proposers is given in the Contract Documents.  Copies of the Contract documents may be obtained by prospective proposers at the Delaware River Port Authority’s Engineering Office located on the seventh floor of One Port Center, 2 Riverside Drive, Camden, NJ  08101-1942 on or after Friday, February 27, 2009.  A deposit of Two Hundred Dollars ($200.00) by check, made payable to the Delaware River Port Authority, will not, under any circumstances, be refunded to individuals or companies not submitting proposals to the Delaware River Port Authority.  Contract documents can be ordered and delivered by mail.  Please contact Howard Korsen, Manager of Contract Administration via email at hmkorsen@drpa.org.  Contract documents may be purchased at One Port Center from 9 a.m. through 12 p.m. and from 1 p.m. through 4 p.m.

A non-mandatory Pre-Proposal meeting will be held starting at 10:30 a.m. local time on Tuesday, March 24, 2009 in the Multi-Purpose Room located on the 11th floor of One Port Center, 2 Riverside Drive, Camden, New Jersey.  All proposers shall be expected to completely and thoroughly examine all Contract documents to become fully aware of the project scope and requirements prior to submit a Technical and Price Proposal.  All potential proposers are encouraged to review the Contract documents prior to the Pre-Proposal meeting.

The Authority will consider only those Technical and Price Proposals received from parties who have obtained Contract documents directly from the Authority.  Contract documents are not transferable to other parties for proposing purposes.  Proposals received from firms whose names are not recorded by the Authority as having secured documents for this Contract will be rejected.
