RFQ - Armored Car Transport Services And Counting/Cash Processing Services

The Delaware River Port Authority (DRPA) hereby invites armored car transport services  and firms that perform counting/cash processing to submit a Statement of Qualifications for providing armored car transport service from our four bridges in the Philadelphia area (Commodore Barry, Walt Whitman, Ben Franklin and Betsy Ross Bridges), and processing of our toll collectors’ individual revenue bags.  The contents of the collectors’ bags are to be counted, deposited, and credited to our bank.  Our collectors’ deposits are a “blind count.”

Firms submitting statements of qualification must complete the survey contained in this Request for Qualifications and demonstrate experience related to armored car transport services and counting/cash processing services.

Respondents to this request for qualifications can be a single firm that provides both armored car transport services and counting/cash processing or a team of an armored car transport service and a company that performs counting/cash processing.  Teams must clearly the firms and their responsibilities.        

A collector’s deposit, received in a sealed plastic bag, consists of notes, coin, scrip and occasionally reports or memoranda explaining unusual occurrences during the shift.  The notes and coin are to be counted and deposited for credit at a bank designated by the DRPA.  We require that only note discriminating bill counters are to be utilized for the DRPA transactions.  Scrip will be given a piece count, and is to be returned daily to the DRPA at One Port Center in Camden along with any reports or memoranda and the results of the cash count for audit purposes. 

We currently process an average of 2,300 collector revenue bags per month for all four bridges.  This number usually increases during summer months.

All information is to be processed by collector revenue bag, and reports are to indicate, by bag number, the “bank deposit” and the quantity by denomination of notes, coin and scrip. 

The collectors’ bags will be accumulated by DRPA at each facility into larger transport bags provided by DRPA which will be locked and prepared for release to your armored carrier.  A manifest (a list of pre-numbered collectors’ bags) will be in the locked transport bag and will indicate the content of the pre-numbered transport bags which are to be transported to your count facility from our bridge facilities Monday through Saturday.  These transport bags are to be returned to the respective facilities. 

Your statement of qualifications should indicate how you propose to handle holidays.

Complete video coverage from the arrival of the armored vehicle at your count facility through the actual counting and processing of toll collector deposit bags is required.  Additionally, digital copies of video showing the DRPA deposits being counted must be delivered daily along with reports and scrip to the DRPA in Camden, New Jersey, or accessible via Internet.  All monies including notes and coin must be counted in the same booth as a ‘unified’ count.

Six (6) copies of the written Statements (three “3" pages maximum, excluding the survey) of Qualifications must be received by the Authority no later than 3:00 p.m. on Tuesday, March 24, 2009.  The Statements of Qualifications should be addressed to Mr. Larry Gasperone, Supervisor, Revenue Audit, Delaware River Port Authority, One Port Center, 2 Riverside Drive, P.O. Box 1949, Camden, New Jersey, 08101-1949. The Statement shall describe the firm's qualifications in the areas of armored car transport services counting/cash processing services and shall briefly describe similar efforts successfully completed by the firm. The mailing envelope containing the Statement of Qualifications shall be labeled “Statement of Qualifications, Armored Cat Transport Services and Counting/Cash Processing Services”. The Statement of Qualifications will be used by the Authority to establish a short list of consultants to receive a Request for Proposal.
