Request For Qualifications For Freedom Card Web Services System

The Port Authority Transportation Corporation (hereafter referred to as PATCO) currently operates an automated fare collection system (AFC).  The AFC system utilizes a Smart Card fare media that allows customers to enter the fare system by using stored value from the Smart Card.  The various components of the AFC System are linked to a computer system.

PATCO is requesting qualifications for the development of a FREEDOM card Web Site that will allow customers to buy FREEDOM Cards, check account transactions, add value to the cards, register the cards for balance protection, register for automatic loads, and edit account information (address, phone number, saved credit card information, etc).

It is expected that the FREEDOM Card Web Site will interface with the Cubic Transportation Systems, Inc. fare collection system Application Programming Interfaces (APIs).  The Web Site will derive its functionality from the Cubic transit application manger (TAM) module API, the Cubic Autoload module API, the Cubic fare card management API, the Cubic credit/debit API on the application server and a read-only connection to the database (Oracle) server. The FREEDOM Card Web Site is expected to adhere to all Payment Card Industry Data Security Standards.  

PATCO may be interested in an ongoing hosting, maintenance and support service agreement for the developed FREEDOM Card Web Site. 

Five (5) copies of the written Statements of Qualifications must be received by the Authority no later than 4:00 pm on February 27, 2009.  Statements of Qualification must be no more than ten (10) pages, double-spaced using 12 point type.  The Statements of Qualifications should be addressed to Mr. Howard Korsen, Manager of Contracts, Delaware River Port Authority, One Port Center, 2 Riverside Drive, P.O. Box 1949, Camden, New Jersey 08101-1949.  The Statement shall describe the following:

  • Describe your plan for resources on the project.  State if in house resources are available or if you will staff the project on award.  If staffing on award, please indicate the positions and roles you will add.
  • List the number of total customers you have had in the past 3 years for which you have developed an e-commerce web site.
  • List any experience you have with credit card processing and payment gateways.  List all tools and products you have used.
  • List and describe your experience with the implementation of an Automated Fare Collection System
  • List your experience with ADA or Section 508.  List any customer references where you were required to adhere to Section 508 Guidelines during development.
  • Describe your experiences when interacting with a 3rd party vendor using their APIs to develop websites. 
  • List third party vendors you have worked with.
  • Describe how you would manage interfaces to existing software the PATCO has in place for FREEDOM card fare collection.  In particular the Cubic Transportation System NextFare software and an Oracle database. 
  • If applicable, list hosting facility and describe hosting environment.
